Summary of the work Re-design and build the weprotect.org wesbite according to Goverment Digital Standards. There is an existing website that was built independently of the Home Office. This needs to be re-designed to meet GDS standards and better serve our users. Expected Contract Length November - March. Possibility that the contract extends beyond March to support CI Latest start date 3/01/2017 Why the Work is Being Done The original weprotect.org was designed independently from the Home Office. The WePROTECT Global Alliance secretariat sit within the Home Office and a Home Office team have assumed ownership and management of the website. weprotect.org must, therefore, be re-designed to meet Government Digital Standards. The website provides key information about a global initiative that brings together 70 countries, leading technology companies and international organisations to end the online sexual exploitation of children. The website re-design must be complete by the end of March. Problem to Be Solved weprotect.org was not designed according to Government Digital Standards. Who Are the Users As a professional with a responsibility to tackle the crime of online sexual exploitation I need to understand the role, advice and resources provided by the WePROTECT Global Alliance so that I my efforts can be part of a coordinated global response to this heinous crime. As a member of the WePROTECT Global Alliance I need to understand my commitments to the Alliance, the support provided to achieve these and the reporting process expected of me so that I can be an effective member of the initiative. Work Already Done There is an existing website weprotect.org - this was designed independently of the Home Office. The Home Office owns the domain name weprotect.org and the key documents/ content present on the website. Existing Team The Supplier will be working with the WePROTECT Global Alliance Secretariat who are Civil Servants employed by the Home Office. It is likely that the Secretariat will be working with another service provider to support the WePROTECT Global Alliance social media campaign whilst the website is being developed. Current Phase Not started Skills & Experience • have experience of conducting a pre-design user discovery phase to fully understand user needs • have experience conducting ongoing user research • have a multidisciplinary team that can design, build and operate the website • have experience using agile methods and building websites using the agile, iterative and user-centered methods expected by Government Digital Standards • have experience of building websites that can be iterated and improved on a frequent basis • have experience of evaluating the tools and system that will be used to build, host, update and measure the website • have experience of assessing and mitigating security and privacy issues • be able to make all new source code open (if appropriate) • have experience of using open standards and common platforms • have experience of testing end-to-end service • have an effective plan for being offline, including reasonable steps taken to mitigate the risk of this occurring • have experience designing websites that are intuitive and simple to use • have experience of collecting website performance data • have experience of identifying key performance indicators that feed into a plan to enable improvements • have experience of designing websites in line with Government Digital Standards Nice to Haves • have experience of conducting user research outside of the UK • have experience of designing websites with content in several languages EG: English, French and Spanish • have experience of designing websites for similar initiatives EG: initiatives that bring together multiple stakeholders to coordinate work towards a shared goal Work Location The work can take place anywhere in the UK. Working Arrangments It is expected that the team will work in close partnership with the WePROTECT Global Alliance Secretariat this will include initial planning meetings and regular progress reports. This can happen either face-to-face or remotely via conference call. Do you have a maximum budget in mind? The maximum budget is £50,000 but having spoken to those that have engaged G Cloud suppliers for similar projects we anticipate being able to achieve the work for a lower budget. 2. After the initial application closing date how will the rest of the tender process work? Will there be an opportunity to come and present our ideas to you if we are shortlisted? Shortlisted applicants will be invited to submit a written proposal detailing their plans to re-design weprotect.org according to GDS standards. Potential suppliers will also be asked to provide a case study of similar work completed in the past. Due to the short time frame available it is unlikely that there will be an opportunity for face to face presentations. 3. The current site seems relatively simple, with static pages and news articles. Is there any specific functionality missing on your current site you hope to include on the new website? At present we don't consider the website to be missing any specific functionality. It may be that user testing reveals that it is (although we don't anticipate this). We do expect that users may prefer the key guidance documents present on the website (the Model National Response Guidance) to be presented in a more prominent and interactive manner but it is envisaged that this would still include the use of static pages. 4. Do users of the site, particularly members of the initiative, have any other means other than the site to engage with the initiative to achieve the user needs stated or does the site need to achieve these on its own. Members of the initiative have previously engaged with the initiative largely at the WePROTECT Global Summit's and then through direct contact with the Secretariat (Home Office employees) this has often been facilitated by UK Embassy staff or WePROTECT Global Alliance Board Members. As the initiative continues to expand we anticipate the website playing an increasingly important role in facilitating engagement and providing members (and non members) with the information, support and resources they require, 5. Do the Home Office require the site content to be maintainable by someone with zero technical skills? No. It is envisaged that the site will always be managed by an expert Supplier. 6. Do the Home Office already have a team that manage content for other Home Office sites that might take on content management for this one and if so what tools do they currently use? The Home Office have a digital team. At present there are no plans for Home Office Digital to manage we protect.org. We are not in a position to share what tools they currently use. 7. Do the Contact Us and Join Us forms simply send the form data to an email box to be responded to? Can you share insight now to how often Contact Us gets used and any frequently asked questions. Yes the Contact Us and Join Us forms send the form data to an email box. We are currently in the process of reviewing the mailbox and will be able to provide the successful supplier with details of the frequency and nature of requests that come from the website, as well as any frequently asked questions. 8. Do you forsee it being translated into multiple langauges? If so, who will carry out the translations? Do you know what languages they are likely to be? Is there any chance that these will include non-latin alphabets? Yes we envisage the website being available in multiple langauges. In the short term this would include English, French and Spanish. In the longer term it is likely to include non-latin alphabets (eg: Chinese) but this is not an immediate necessity. Whether this is arranged by the WePROTECT Home Office team or the succesful supplier is neogtiatble and depends on supplier capacity and the cheaper option. 9. Are you able to share any information on the current traffic level of the site? Not at present. This information can be shared with the succesful supplier. It is worth noting that we are growing rapidly and have also begun establishing a more prominent social media prescence so we envisage that traffic to the site will increase accordingly. 10. What is the orgnsiation's strategy and main goals for the next 6-12 months? Our key objective is to establish the WePROTECT Global Alliance as the leading initative to end online child sexual exploitation. In order to encourage membership and closer cooperation/partnerships between those that have a responsibility to protect children online and to drive employment of the WePROTECT Global Alliance Model National Response (as an assessment tool of current capabilities to respond to online child sexual explotiation and as a tool to identify and prioritise capacity building activities). 11. What is the target audience for the new website? The target audience are professionals with a responsibility to protect children from online child sexual explotiaition. This primarily inclucdes those working in governments, law enforcement, international and civil society organisations and the technology industry. We have stakeholder mapping that we can share with the succesful supplier to aid understanding and user research. 12. Are you envisaging research to take place outside the UK? If so, would it be acceptable to do that research over Skype/phone? Yes as a global organsiation we expect research to take place outside the UK. This may cover users who do not speak English (focusing on French and Spanish speakers) but that is not a necessity. Conducting research via skype/phone/ online is completely acceptable. 13. Do you need support to write the content for the new website Most of the content has already been written by the Home Office team (and is present on the existing website). It is likely that this will need updating in line with user reserch. It is envisaged that the bulk of content will be written by the Home Office team with some support and input from the Supplier. 14. You note that “weprotect.org was not designed according to Government Digital Standards” What specific issues does the current website have that need to be solved? There was no formal assessment but HO internal assessors identified the requirement for user research. GDS spend control approval was granted for buying the domain with the clear guidance that the site should be rebuilt to meet service standards. 16. Do you have any CMS requirements EG: Drupal? Or are you open to suggestions? Something not requiring change requests and outsourced intervention; something that we can use easily and not have to contact someone to have things changed. 17. Are there any technical constraints that we need to be aware of at this stage? (EG: CMS platform, hosting etc)? As the website is exempt from GOV.UK, there is no constraint for hosting or CMS platform outside of those dictated by the service standards. 18. Are there any integration requirements that we need to understand at this stage? The current site is standalone although user research may change the nature of the solution. 19. Do you foresee having to go through GDS assessment? The site will need to be assessed as it is public facing, this will either be by GDS assessors or internal Home Office assessors. 20. Does the proposed project plan need to cover Discovery-Alpha-Beta phases Yes. 21. Is there a team that would be able to support and maintain the new website once it is live? Maintenance can be taken on by the Home Office helpdesk or Service Optimisation team at cost.
