Tender description
Summary of the work Project Management and associated supporting Technology Delivery functions, to facilitate and deliver Technology change to the Business Areas within the scope of the bid. Expected Contract Length 2 Years Latest start date 01/02/2017 Budget Range Up to the maximum value of £4m over the term. Spend in 16/17 on equivalent coverage is likely to be approximately £1m. Why the Work is Being Done Work is two-fold. Firstly to ensure that organisations that are part of the wider Home Office Group are able to integrate into the HO and make use of corporate technology capabilities. Secondly to deliver local capability, that is often specific to the Business Area’s operational needs. Problem to Be Solved Deliver technology change in the Businesses , in a responsive way, through the use of skilled, experienced and qualified resources. Technology change can be enabling the shared access and implementation of corporate capability, and/or the delivery of local capability, specific to the local needs. The supplier will fulfil teams and specialists within the following disciplines at short notice: • Programme Management • Project Management • Technical Architect • Solution Architect • Business Architect • Business Analyst • Business Change • Project Operations • Programme and/or Project Planning • Business Consultant • Finance Manager • Project Support • Project Management Office Who Are the Users • HO CPFG Arm’s Length Bodies, including, but not limited to, GLAA, DBS, IPCC, HMIC, SIA; • HO CPFG-related Independent Enquiries; • HO CPFG-related work at the National Crime Agency • Small and low risk HO CPFG projects It should be noted that this tender includes both HO enabling projects for the four Business Areas categorised above, and delivery of local capability where appropriate. For other HO CPFG Arm’s Length Bodies, the scope includes HO enabling projects only. Delivery of local capability for HO CPFG ALBs is the responsibility of ALBs, and is excluded from the scope of this work. Early Market Engagement None Work Already Done None of note. Current Phase Not applicable Skills & Experience • Access to skilled and experienced individuals, able to work with minimal supervision. • Provide a facility to draw down quickly from the contract and provide skilled individuals with security clearance (generally SC). • Able to deploy specialist team at speed. • Excellent stakeholder management skills. • Leadership across the full remit of Business areas covered by the scope of this bid • Engagement across Business areas to understand the individual projects and work packages, including budgets, plans, creation of ROMs, and approval process etc • Management and oversight of projects and/or work packages • Experienced account management with proven experience of fulfilling roles in a security conscious public sector organisation. • Provide resources based at locations across the UK • Provide the full range of required resource roles at appropriate SFIA levels. Nice to Haves • Experience of working in a challenging and complex public sector environment. • Access to a range of additional resource. • Experienced as a team; self-organised having an ability to work on their own initiative and without constant direction. Work Location Home Office London Sites: 2 Marsham Street, Croydon, Hendon. Potential for working on site of ALBs offices. Working Arrangments Statements of Work will have specific working arrangements and base locations included. Security Clearance All staff must hold or be prepared to undergo SC Security Clearance to operate on this project. Will the Home office be sponsoring and holding individuals security clearances? Yes, where it is necessary to do so. 2. Are the home office willing to accept other DBS security clearances? No. Individuals must be a minimum of SC in order to take up these roles. 3. If we have resources that can pass BPSS and we think would qualify for SC clearance, would that be acceptable?Are you looking for pre-cleared resources or will you help attain SC clearance ? Whilst the objective is to be able deploy resources quickly, and the ability to provide suitable SC resources will be an advantage in this respect, it is recognised that the need for SC clearance may occasionally restrict availability. The Home Office will work with the successful supplier to optimise availability and to arrange security clearances when necessary to obtain the required skills. 4. Are you able to indicate the likely split of work across the different ALBs? No – this detail is not known and this work is not limited to ALBs 6. Are you able to describe any projects that were undertaken under equivalent coverage in 2016/17? Further details will be provided at a later stage of the procurement process. 7. Are there any projects already in the pipeline that might fall under this scope of work? Yes. 8. Will the supplier be accountable for the delivery of the programme or will HODDaT appoint a programme management team to oversee the work? There will be oversight of the client-side team, but we always expect suppliers to be accountable for their work. 9. Is the intention that ALBs and the wider Home Office Group will integrate/on-board to HODDaT live service tool and processes and enabling services ie. Core Infrastructure, EUC, applications, ServiceNow? There is no single approach planned for this area due to differing needs and complexity. 10. Is the supplier expected to be the interface between HODDaT, and the four business areas identified and/or will the team sit within/across the four business units? The question seems a little unclear; the supplier would be expected to do the bulk of the work and therefore have the majority of contact with the business areas covered by this contract. 11. Will expenditure and call off requirements be managed centrally or will local requirements be called off directly? Managed centrally, subject to local agreement. 12. Will more than one contract be awarded? No, we will appoint only one supplier. 13. Are there any known constraints from the core capability to prevent parallel activities across multiple ALBs/areas of the Home Office Group? No (other than capacity of people and budgets). 14. Within the architecture resource requirements, will there be any specialisms eg. Networking, hosting (cloud/datacentre), storage, service, EUC, applications? It is likely that the bulk of these requirements would be met through existing and internal HO DDaT capability. 15. Within the architecture resource requirements, will there be any specialisms eg. Should Security considerations need to be addressed then the supplier may be asked to provide suitable expertise. 17. Will a Service Design and Transition Manager be required to support this or will HODDaT provide this capability? It is anticipated that this will be provided by existing internal HO DDaT capability.
