Tender description

The purpose of this procurement is to establish a DPS for the collection and delivery of recyclate services to the Household Recycling Centre (HRC) with an estimated total value of 5 000 000 GBP with a term of 5 years. The contracts to be awarded are for the removal of materials brought in by the public for recycling, in adherence to the waste hierarchy. As this is a DPS, applications to join the DPS will close on the 23.12.2016. The first round will open for the mini competition on the 4.1.2017. The DPS will re-open once the mini competition ends. The material to be collected is Cement bonded asbestos. This material is double bagged by Household Recycling Centre (HRC) staff in clear bags and the frequency of collection required will be 1 day lead time or a daily scheduled round, across the 5 HRC's. The material to be collected is used bicycles. The frequency of collection required will be as required with 5 days lead time between request of collection by the HRC contractor and the collection itself taking place from the HRCs, or on an agreed scheduled round. The material to be collected is books, which will not be pre-sorted prior to collection. The reprocessor is required to sort and remove books for reuse and provide full and up-to-date information on end destinations (outlets) for the books. The frequency of collection will be as requested, either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRC's. The material to be collected is Items suitable for reuse. The material will not be pre-sorted, and the reprocessor is required to sort and remove items for reuse. The frequency of collection will be as requested, either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRC's. The material to be delivered is Post consumer loose mixed cans (aluminium and steel). Mixed cans will not be further graded or sorted prior to being delivered directly to the reprocessor by the HRC contractor. The material to be collected is Automotive batteries. The frequency of collection will be as requested, either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRC's. The material to be collected is Post consumer mixed grade cardboard The frequency of collection will be as requested, either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRC's. The material to be collected is Post-consumer mixed hazardous and non-hazardous chemicals and mixed solvent/non-solvent paints. Where possible, separate post-consumer mixed hazardous and non-hazardous chemicals excluding paint and where possible, separate post-consumer mixed solvent/non-solvent paints. Storage containers used on site are Chemsafe 800 or similar. The frequency of collection required will be within 3 days of requesting a collection across the 5 HRC's. The material to be collected is used gas bottles. The material to be collected is flat glass. The frequency of collection will be as required and will not be more than 3 days lead time from receiving the request for collection across the 5 HRC's. The reprocessor will provide the necessary containers to facilitate this. The material to be collected is Post consumer mixed glass bottles and jars. All material will be delivered directly to the reprocessor by the HRC contractor. The material to be collected is Soil (mixed inert/clay).. All material will be delivered directly to the reprocessor by the HRC contractor, when required. The material to be collected is used mineral (engine) oil. The frequency of collection will be as required and will not be more than 3 days lead time from receiving the request for collection across the 5 HRC's. The material to be collected is Mobile phones. The frequency of collection required will be not more than 3 days lead time between request of collection by the HRC contractor and the collection itself taking place from the HRCs, or on a weekly scheduled round across the 5 HRC's. The supplier is required to supply containers to facilitate the collections. The material to be collected is Post consumer loose mixed plastic bottles. All material will be delivered directly to the reprocessor by the HRC contractor as required. The material to be collected is Post consumer loose mixed rigid plastics. The material to be collected is Printer cartridges. The material to be collected is Household DIY Waste (mixed rubble/hardcore/ceramics). All material will be delivered directly to the reprocessor by the HRC contractor across the 5 HRC's. The material to be collected is Post consumer ferrous metals and Post consumer non-ferrous metals. The frequency of collection required will be not more than 1 day lead time between request of collection by the HRC contractor and the collection itself taking place from the HRCs, or on a daily scheduled round.
