Tender description

The contract is to receive, accept, handle, manage, treat, process and dispose of municipal waste arising in its administrative area and the management of a recycling centre. The service might also include waste from educational establishments or charities. Waste must be recycled, recovered, composted, digested or otherwise diverted from landfill and the carbon impact of the services reduced in accordance with contract targets. The contractor shall provide delivery points within 10 miles of Mile End Tube Station, London E3 4PH but a delivery point marginally outside this radius may be considered at the contracting authority's decision. The contracting authority intends to make its waste transfer station at Northumberland Wharf available to bidders who may choose to use it. This contract is being procured to assist the contracting authority in meeting its obligations under relevant EU directives, applicable legislation and the Mayor of London's Municipal Waste Management Strategy. This procurement is being undertaken using the electronic tendering system www.londontenders.org (‘Portal’). Economic operators will need to register an interest on the Portal in order to participate and registration is free. All documentation available from and all communication to be conducted via the Portal at https://www.londontenders.org/procontract/supplier.nsf To express interest economic operators must complete the Selection Questionnaire included in the Portal documentation. The Contracting Authority's needs and requirements are defined in the descriptive document included in the ITPD. A background document is in the SQP It is intended that this procurement will be a streamlined competitive dialogue. There will be no outline solutions stage. Discussion during dialogue will include delivery point arrangements (including contingencies), waste treatment solutions, recycling performance, ensuring affordability, revenue share arrangements and the Conditions of Contract.
