Tender description

North Lincolnshire Council and NHS England are inviting tenders for an Integrated Health and Wellbeing Service 0-19 Years (25 Years Special Educational Needs/Disability) (these services are more commonly known as Family Nurse Partnership, Health Visiting and School Nursing Services ) which includes the NHS England commissioned 5-19 vaccinations and immunisations programmes. The vision for the transformed health visiting and school nursing service is to have a health and wellbeing service (HWBS) which will be focussed on addressing health inequalities and improving health outcomes for all the eligible cohort, in particular the most vulnerable children young people and families/carers. North Lincolnshire Council made a commitment to work in a more integrated way including moving towards locality-based services for 5- 19 year olds and their families when it recommissioned the School Nursing and Vaccination and Immunisation Service in 2015 .The current service works to ensure that children and young people are Safe, that they and their families are Supported, and their lives are Transformed for the better. The commissioning responsibility for the Healthy Child Programme 0-5 years (Health Visiting) transferred to North Lincolnshire Council in October 2015 under a nationally mandated contract from NHS England. North Lincolnshire Council are looking to transform the delivery of the Healthy Child Programme (HCP) 0-5 years and 5 to 19 years, into a Health and Well-being Service 0-19 years(25 years SEND) (HWBS),combining the former integrated 5-19 School Nursing Service, Health Visiting and elements of Family Nurse Partnership. Both North Lincolnshire Council and NHS England have a desire for these services to be procured through the same overall provider. In order to facilitate this North Lincolnshire Council and NHSE are undertaking a joint tendering exercise to establish a single service provider to deliver the two separate contracts. Providers are invited to download the ITT documentation for further information. The commissioning responsibility for vaccinations and immunisations' within North Lincolnshire sits with NHS England. The current integrated service maximises the uptake of vaccinations and immunisations for 5 — 19 year olds which includes children who are not in school settings and the vulnerable and hard to reach groups. The service needs to be accessible, acceptable and adaptable to ensure that both client and commissioning needs can be met. The 5 — 19 Vaccination and Immunisation service commissioned by NHS England currently comprises of: — Td/IPV — HPV — Meningitis ACWY — MMR catch up It is expected that the service will adapt to meet the needs of any amendments to national service specifications for these immunisation programmes in agreement with the commissioner.
