Tender description

The London Borough of Enfield, which is the lead Commissioner, working with the London Boroughs of Haringey and Islington would like to invite bidders to respond to this ITT for the provision of Domestic Abuse Refuge Provision for Women and Children for an initial period of 3 years (36 months) with the possibility of an extension of up to 2 years (24 months) at each of the Council's discretion. This ITT document sets out the requirements and the selection criteria to be used in the evaluation of the completed tenders and provides information regarding how the tender process will be managed. The London Boroughs of Enfield, Haringey and Islington are committed to be boroughs in which all persons are able to feel safe and be free from domestic abuse and all forms of violence against women and girls. All boroughs ensure there is effective provision which is accessible to all groups and communities to provide safe accommodation, information, advice and support around domestic abuse against women and girls. The three Borough's currently deliver refuge support services independently. The collaboration of the three boroughs recognises efforts each borough has made to deliver specialist accommodation based services to women and children fleeing domestic abuse and the opportunity to secure services which represent value for money and quality of provision. Although the service specification is jointly developed and procured each of the Council's will Contract on an individual basis with the successful tenderer(s). Each of the boroughs currently has specialised accommodation based refuge support provision. It is anticipated that the successful tenderer(s) will operate the new Service from the existing accommodation provision. Tenderer(s) will be required to work with the Landlords of the accommodation and will enter into a separate Lease Agreement with them.
