This is a prior information notice (pin) only: publication and call for competition will be conducted once scope of work is fully defined and approved. DFID is considering all routes to market. The Early Market Engagement Event is planned to take place on Thursday 8th December 2016 in DFID, Whitehall and at the British Embassy in Beirut. Draft Terms of Reference for the procurement will be shared on the portal in advance of the event. STEP aims to incentivise small and medium-sized enterprises (SMEs) to expand production and create new permanent jobs for low-skilled Lebanese workers as well as temporary jobs for Syrian refugees. STEP is expected to achieve this through the provision of capital incentives (i.e. matching grants) and potentially additional wage subsidies and business development services. An additional component, critical to Lebanese Government support for the programme, is the creation of savings accounts for Syrian workers, accessible on leaving Lebanon.
