Tender description

LLA, with the assistance of its Air Navigation Service Provider (ANSP), has identified the need to replace their existing Main Communications System. The high-level Operational Requirement for the new system is detailed in CL-5130-URS-004 Luton Replacement Main Communications System User Requirement Specification (URS). The URS was agreed and the requirements baselined prior to the preparation of the System Requirements Specification (SRS) and Statement of Work. The User Requirements Specification, SRS and Statement of Work (SoW) remain standalone documents for safety assurance process, with each requirement repeated in this tender form. The replacement Main Communications System includes a new Voice Communication Control System (VCCS), including the operator and engineering panels, new Very High Frequency (VHF) transmitters, Ultra High Frequency (UHF) radios, a replacement Status Monitoring System for the existing Remote Status Indicator (RSI) system and supporting power and communication links. LLA expect this project to be delivered within two years from contract award. Replacement of the VCCS Simulator equipment is included in the scope of the Project. However, as the simulator has no interface with the operational system, it sits outside the Main Communications System boundary.
