Tender description

Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils.  The Council consists of four directorates Social Care, Health and Wellbeing Education and Young People’s Services Growth, Environment and Transport Strategic and Corporate Services This requirement is for the EYPS Systems Refresh programme within the Education and Young People’s Services Directorate. There are a large number of IT systems and spreadsheets in use across the Education and Young People’s Services directorate. This has resulted in the following issues: Challenges to gaining access to information about children and young people held across different systems; Difficulty reporting accurate and timely information across systems; Duplication of effort when recording the same information in multiple systems; Poor value from having multiple contract and support arrangements; Services within the directorate developing their own systems in isolation and do not look at larger scale organisational requirements, organisational efficiencies and systems alignment; Professionals needing to access multiple systems to get a holistic view of need. Our strategy is therefore to rationalise the current EYPS systems and spreadsheets into as few systems as possible. This will not only reduce ongoing support costs but will significantly improve the efficiency of staff. The ICT Strategy aspires to move to a reduced number of system suppliers used by the organisation, and a strategic intent to take advantage of cloud services for hosting where appropriate. We also propose to develop a technical solution which is externally hosted to provide: An integrated and efficient view of needs enabling services to provide targeted support to children, young people, their families, schools and communities; The ability to produce high quality operational and performance reports in a timely manner through the standardisation of record ownership, the standardisation of inconsistent common identifiers, the removal of potential for conflicting information, and improved data quality Data extracts from the future EYPS system into KCC’s SingleView application, which KCC procured via Liquidlogic The Contract will achieve the above and: Provide a suitable solution that meets  KCC’s requirements Provide a hosting solution for solution Provide support for the solution Keywords: ICT, Software, Education, Hosted
