Tender description

Flintshire County Council's Families First Programme is to complete its first phase in March 2017. Following notification from Welsh Government the programme will continue afresh in 2017 but under a set of revised, tighter criteria. The council seeks a number of innovative and progressive partners to deliver services under a commissioned contract. The Families First Programme has for the last 5 years provided funding for a wide range of local projects each of them helping to alleviate poverty and vulnerability with differing approaches. The projects have ranged from those supporting financial literacy, employability, parenting, mental health, disability etc. The key feature of the programme is the intervention of the TAF (Team Around the Family) service which assess need on referral and allocates appropriately to those projects with a Families First contract. The Council as part of the future procurement tender exercise would like to invite consortia or partnership bids (involving at least 4 partners of which at least 1 is statutory and 1 is a voluntary sector organisation) from providers with experience in the delivery of Families First related services. Partners for this project will need to demonstrate a clear vision for the provision of services under 1 or more lot headings.
