Parking enforcement services

Tender description

The London Borough of Redbridge is inviting suitably qualified and experienced organisations to tender for the contract for the provision of Parking Enforcement in the London Borough of Redbridge. The Contract relates to the enforcement of on and off-street parking places, waiting and loading restrictions and other restrictions across the whole of the Borough by the issuing of Penalty Charge Notices (‘PCNs’) by Civil Enforcement Officers (‘CEOs’). PCNs will be processed by the Authority's existing PCN office, which operates the Civica system. All CEOs shall be trained to the standards required by the National Vocational Qualification (NVQ) Level 2 in Parking Control as approved by the Security Industries Training Organisation and City & Guilds Institute. The Contract relates to the enforcement of on and off-street parking places, waiting and loading restrictions and other restrictions across the whole of the London Borough of Redbridge by the issuing of Penalty Charge Notices by Civil Enforcement Officers. The Authority will licence to the appointed contractor some office and associated amenities space together with basic equipment and facilities for use in the performance of the Contract. Tenders shall be experienced in the provision of similar services and must complete a standard Selection Questionnaire. Tenderers must satisfy the Authority's minimum financial standing requirements together with other information as detailed more fully within the Standard Questionnaire. The Authority shall only evaluate tenders submitted by organisations whose annual turnover is 2 500 000 GBP or above.
