Tender description

Montserrat, a British Overseas Territory (OT), is located within the Northern Leeward Islands in the Eastern Caribbean. As an Overseas Territories (OT), the UK is responsible for its defence and security. Montserrat lies on the Eastern Caribbean south to north drugs trade route, a well-known conduit that has historically fed the USA and Europe. This area offers ideal locations for illicit activities to continue unchecked day and night. The Royal Montserrat Police Service (RMPS) Marine Unit is required to police the maritime exclusion zone and requires the capacity to do this, especially at night. The RMPS Marine Unit vessel will also operate on behalf of Immigration, Customs, Port Authority and other departments. The requirement is for a vessel(s) which will conduct proactive (and reactive) patrols, police the maritime exclusion zone, provide search and rescue (SAR) capability at sea and with the legal status to address air / sea incidents. The UK Foreign and Commonwealth Office (FCO), on behalf of The Royal Montserrat Police Service (RMPS) has a requirement to Time Charter 1, or 2, Fast Patrol Vessels (FPV's) to support their law enforcement duties in the waters around the island of Montserrat and potential bidders are invited to put forward offers in accordance with the attached ITT package and these Instructions to Tenderers. This is not a tender for the purchase, lease, lease-purchase or rental of FPV's, but for their Time Charter on the basis of the terms and conditions contained within a BIMCO Supplytime 2005 Charter Party. Whilst the requirement is to be based on a Time Charter of the FPVs, Charterers are to be granted Purchase option rights on an annual basis. In the event that such a purchase option is declared by Charterers, there shall be a residual obligation upon Owners for the transfer of Knowledge and Training to the Charterers personnel for a period of three months following the FPV's transfer of Ownership. WORK SCOPE The vessel shall primarily operate as a Fast Patrol, Security and Law Enforcement vessel but shall carry out any additional duties within its legal capacities and capabilities as may be directed by Charterers.
