Tender description

The ORR is looking to encourage the delivery of the following goals and activities in GB rail: a) The efficient production of capacity b) The optimisation of performance c) The efficient allocation of capacity d) Demand-responsive planning for future capacity The main objectives of this project are to: o Provide evidence on innovative ways of incentivising better delivery of (a) to (d) from other railways or industries (the priority is on (a) - (c) but evidence concerning the delivery of (d) is welcome, particularly where it overlaps with the delivery of the other goals) o Set out the difficulties of realising those benefits in rail
