This is a Prior Information Notice (PIN) only: Publication and call for competition will only be conducted once scope of work is fully defined and approved Somaliland declared its independence from Somalia in 1991 following the collapse of Said Barre's regime. Somaliland has developed into a stable democracy even though it lacks international recognition. Somaliland has since 2003 held a series of national elections which have been considered fair and peaceful. Somaliland faces numerous challenges despite the strides it has made in widening peace, democracy and good governance gains/space. Core government functions of public financial management and revenue collection are weak and in most areas, the Government of Somaliland (GoSL) struggles to provide basic services. Moreover, the GoSL needs to improve its relationship with its citizens ensuring it maintains a more robust responsive, capable and accountable relationship. Taking into consideration the numerous development challenges, the GoSL developed a National Development Plan (NDP) (2012-2016) to support the implementation of the Somaliland Vision 2030. The NDP aims at addressing pressing development needs while seeking support/contribution from development partners. Discussions are on-going in preparation to the development of the new 2017-2021 NDP. Accordingly, DFID is supporting Government of Somaliland (GoSL) through the Somaliland Development Fund (SDF) programme Phase I in addressing immediate and critical development needs by funding the recurrent and capital costs of projects that are aligned to the National Development Plan (NDP) 2012-2016. The support is a 4 year programme (2012-16). Following the Brussels Conference in 2013, SDF received a further 2 years' time extension thus, prolonging its programme life cycle to March 2018. The extension was as a result of additional funding commitment by donors to Somalia under the New Deal. DFID is hosting an Early Market Engagement Event on this planned programme to: — Provide an introduction to programme and the Draft ToR for the Service Provider — Give suppliers an opportunity to ask DFID further questions on the programme — Enable suppliers to meet other organisations who may be interested in collaborating on this programme The event will be held in the form of a two hour session in DFID Somalia, Nairobi Office, located at the British Commission, Upper Hill Road, Nairobi, Kenya. There will be a video conference link to Abercrombie House, East Kilbride, Scotland on the date as follows: Tuesday 1.12.2016 10:00-12:00 GMT/ 13:00-15:00 EAT. Further details concerning this event will be advertised on the DFID Portal in due course. DFID will deliver a presentation covering the various aspects of the programme and pose questions to attendees on the proposed outputs and delivery channels, as well as answering questions from partners.
