Tender description

BEIS require an evaluation of the reformed Renewable Heat Incentive (RHI) scheme, expected to be launched in April 2017. The evaluation is required to provide an assessment of the impact of the scheme and to provide strategic learning to inform heat policy development. It is expected that the evaluation will deliver a range of specific activities, structured around a theory based evaluation approach. The expected activities are: —Scoping and setup phase. —Detailed applicant monitoring. —Detailed qualitative insight from key audiences. —Quasi-experimental impact assessment. —Sustainable markets assessment. —Case studies of low-volume technologies. —Cost-effectiveness assessment. —Competition and trade assessment. BEIS require an evaluation of the reformed Renewable Heat Incentive (RHI) scheme, expected to be launched in April 2017. Eligible households and organisations receive subsidies for the generation of renewable heat. The reforms are intended to ensure value for money in the delivery of the existing RHI. The aims are to drive the installation of renewable heat systems, support carbon abatement and support the development of a sustainable market for renewable heat. The evaluation is required to provide an assessment of the impact of the scheme and to provide strategic learning to inform heat policy development. It is expected that the evaluation will deliver a range of specific activities, structured around a theory based evaluation approach. The expected activities are: —Scoping and setup phase. —Detailed applicant monitoring. —Detailed qualitative insight from key audiences. —Quasi-experimental impact assessment. —Sustainable markets assessment. —Case studies of low-volume technologies. —Cost-effectiveness assessment. —Competition and trade assessment. The contract is expected to start in February 2017 and conclude in 2021. A briefing session will be held for potential bidders on the 21.11.2016. The evaluation would suit delivery by a consortium given the complex policy context mixture of skills and experience required. To ensure the full scope of the evaluation is delivered in a developing policy context, the evaluation timeline but not budget may be extended by up to 24th months.
