Tender description

Provision of a range of waste services covering general waste and recycling, healthcare and related waste, reusable sharps containers and related services, confidential waste and Waste Electrical and Electronic Equipment (WEEE). Waste services for hazardous and non-hazardous waste streams (excluding Healthcare and Related Waste (sometimes referred to as clinical/clinical offensive waste). Waste types in scope may include (without limitation) domestic/black bag residual waste, recyclates, cardboard and packaging materials, non-clinical offensive waste/non-infectious offensive waste, organic waste, food waste, bulky waste, construction waste, Oils, Paints & solvents, batteries. Up to 7 bidders are to be awarded. Healthcare & Related Waste includes clinical waste, offensive/hygiene waste and other wastes arising from the delivery of healthcare, some of which are dangerous for carriage). This document uses the definitions as set out in the Controlled Waste (England and Wales) Regulations 2012 (as amended), the Waste (England and Wales) Regulations 2011 (as amended), WM3 Guidance on the classification and assessment of waste (2015) and the List of Wastes established by Commission Decision 2000/532/EC replacing decision 94/3/EC establishing a list of wastes pursuant to Article 1(a) of Council Directive 75/442/EEC on waste and Council Decision 94/904/EC establishing a list of hazardous waste pursuant to Article 1(4) of Council Directive 91/689/EEC on hazardous waste (Previously The List of Wastes (England and Wales) Regulations 2005). Up to 6 bidders to be awarded. The provision of reusable Sharps Containers and Related Waste means provision of containers for items than can cause cuts or puncture injuries and includes needles, scalpels, Stitch cutters, scissors, razor blades, ampules (glass), and other sharp instruments or materials (which may also include bone fragments etc.). The waste sharp items must be disposed of into containers that comply with all relevant standards for Reusable Sharps Containers. It also covers collecting the containers as required and the safe transport and treatment and disposal of the contents, washing and returning the containers. Up to 4 bidders to be awarded. The disposal of waste containing person-identifiable information — waste that contains the means to identify a person, including but not limited to name, address, postcode, date of birth, NHS number) or other confidential or sensitive information. This covers the provision of a secure confidential waste disposal service which may include (but is not limited to) both on and off-site disposal of paper based confidential records, uniforms, ID Cards, data held on media such as Memory Sticks, heat transfer film from printing labels and ID cards, CD's, DVD's, USB Sticks, Back-up Tapes, X-Rays, hard drives. Up to 4 bidders to be awarded. Waste Electrical and Electronic Equipment (WEEE) covers the secure collection, disposal and recycling of all electrical and electronic waste streams covered under all Categories of The Waste Electrical and Electronic Equipment Directive Regulations 2013 The 2013 Regulations transpose the main provisions of Directive 2012/19/EU on WEEE (which recasts the previous Directive 2002/96/EC). This Lot includes WEEE waste that may be hazardous or non-hazardous and items that may hold data bearing media (confidential data) requiring confidential data destruction. Up to 4 bidders to be awarded. This Lot provides Authorities the flexibility of taking a Total Waste Management Services approach by combining all of their specified waste streams and awarding to a single supplier through the One Stop Shop Single Supplier approach. Up to 7 bidders to be awarded.
