Tender description

The Council hereby gives notice to the market that it intends to undertake the following procurement process in order to establish a contract for the provision of food waste and green waste treatment services. In line with Welsh Government policy, the Council wishes to procure a long term source segregated food waste (Kerbside Collected) treatment service, utilising an Anaerobic Digestion treatment system. The Council also has a requirement for processing Green Waste (CA Site and Kerbside Collected) via windrow composting and/or utilising an In-Vessel Composting (IVC) System for any co-mingled food/green or contingency for food waste. The Council are seeking a service provider which will provide the Council with a reliable, effective and satisfactory service. The technical solution being offered must be compliant with relevant planning, permitting requirements and adhere to any Welsh Government/Legislative requirements for dealing with these fractions of Organic Waste. To receipt Food Waste for processing utilising an Anaerobic Digestion (AD) Treatment System and Green Waste for processing via windrow composting and/or utilising an In-Vessel Composting (IVC) System for any co-mingled food/green or contingency for food waste. The service provider will need to account for the treatment of waste residues to achieve 100 % diversion from landfill (with a minimum of 98 % composting/recycling of waste inputs). This procurement is not intended to include any of the waste collection function or the direct delivery of waste to the facilities (Treatment or Transfer). It is anticipated that contracted services will commence from the 25.12.2017 for an initial period of 15 years (with an option to extend for a further period of up to 5 years).
