Summary of the work Ministry of Justice Technology Transtion Programme (technical support for Network Transition and Transformation - Cloud Services Transition and Transformation - Voice and Video Service Provision and National Pro IP Remediation Expected Contract Length 2 years. The first SOW will be for a 3 month duration with other SOWs developed over the term. Latest start date 03/01/2017 Why the Work is Being Done The introduction of the Future IT Soucing contracts (FITS) is bringing IT capability for MoJ people in a more consistent standard across the organisation. Those working with the most basic tools now will see the biggest improvement. We will be more consistently up to date and integrated. And we will deliver a significant reduction on what the ministry as a whole should need to spend on its IT. This is a time bound piece of work, up to 24 months, to support the delivery arm of the FITS contracts, Technology Transition Programme (TTP) Problem to Be Solved As part of the introduction of new ICT services, this will include works associated with, Network Transition and Transformation, Cloud Services Transition and Transformation, Voice and Video Service Provision and National Probation Serice IP Remediation. For additional information on the requirement and summary overview, please contact Victor.Odubanjo@justice.gsi.gov.uk Who Are the Users Users are MoJ technology team Network Transition and Transformation: Migrate all of the existing network services including, but not limited to, LAN, WAN and Gateway. Cloud Services Transition and Transformation: Requirement is to install fixed private connectivity to both Amazon Web Services and Microsoft (Azure) as well as provision links that could be used for other cloud providers through a centralised hub. Voice and Video Service Provision: Upgrade legacy Voice and to introduce Video services as part of a Unified Communications solution. IP Remediation: Amend the IP Addressing with a core Business Unit which is currently configured using non-RFC1918 addressing. Discussions regarding Express Route with Microsoft, ramification of routing, security, use of Azure /O365 services Voice/Video Service Provision Move to (VOIP) platform for the estate continues. Core infrastructure is designed/agreed, set up within Data Centre’s Video Services have been decoupled from Voice, service offering is for room to room access IP Remediation Discussions re amend the IP addressing with one of its core Business Units currently using non-RFC1918 addressing Existing Team The existing team are made up of the following roles, however this structure does no cover all of the identified works for this requirement. Lead Network Architect x1 Network Architect x 2 Voice Architect x1 Video Architect x1 Current Phase Not applicable Skills & Experience • Have experience of working in blended, multi-discipline, multi-vendor team environments focused on meeting user needs using agile methodologies and delivering digital improvement outcomes • Have experience of successfully delivering high transaction digital services to national organisations working in complex and highly regulated environments. • Technical expertise in integration technology (API's, protocols and standards), particularly supporting the development of micro-services architectures. • Have experience of working with multiple cloud vendor technologies and tools (e.g Azure and Skyscape and AWS) • Experience of handing over working/live services to in-house teams and/or other supplier teams – e.g. supporting in developing in-house capability and capacity and maintaining an exit strategy/handover Nice to Haves • Have experience of working on three or more digital by default government services with high transaction volumes (100k p/a) and meeting digital by default service standard criteria. • Be able to hit the ground running and deploy an effective multi-discipline team able to fulfil the required outcomes no later than Jan 2017 • Have experience of working on migration between different cloud vendor technologies. Work Location 102 Petty France London SW1H 9AJ Working Arrangments The suppliers team will be required to work onsite at the base location working a five (5) day week. The Service is being delivered against the GDS Service Manual (e.g. agile delivery alligned to scrum methodology). For any work performed at a location different to that of the Base location and London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. We have submitted a response to the MOJ Digital and Technology Technical Support Service and in the description it mentions: “The first SOW will be for a 3 month duration with other SOWs developed over the term”. Has this first 3 month Sow been created already and if so, would it be possible to get a copy of it? The SOW has not been created. The SOW will be created at the contract award stage of the procurement process for the successful supplier. 2. Could we please have further information with respect to the requirement in subject. We would like some additional information on the requirement and summary overview. When you say "The existing team are made up of the following roles, however this structure does not cover all of the identified works for this requirement. Is this saying "these are the roles we have in place already and hence are not procuring now", or is this saying "these are some of the roles being competed as part of this procurement and there is an incumbent"? If the latter, can the incumbent supplier of these roles bid for this work via DOS? These are the roles that are currently working on the deliverables as stated within the requirements and yes there is an incumbent. As this is an open tender, the incumbent is at liberty to bid for this requirement if they wish. 4. The outline Details...."Have experience of working on three or more digital by default government services with high transaction volumes (100k p/a) and meeting digital by default service standard criteria. Yes No " Specifically, what do they mean by ‘working on’ and how would we define our meeting this? Working on equates to being, actively involved in the development and delivery of a requirement associated with the overall solution. In terms of defining how this would be met, any response should show how deliverables were achieved and associated benefits. 5. Could you confirm in what form and format you require a response? At this stage you are required to demonstrate how you meet the essential skills and experience requirements, and nice to have skills. 6. The requirements and summary overview discusses that this is part of a wider programme of work and mentions the FITS programme, are you seeking ‘independence’ (in terms of where the resources are sourced) from the FITS suppliers? The answer is yes, this DOS will be independent of FITS suppliers 7. Network Transition and Transformation:1) In terms of the roles advertised, are you looking for only technical resources or looking for suppliers to support the transformation of the requirements.2) Provide clarity around the number of specialist required for the delivery of the requirements. 1) MoJ is not looking for individuals, we are looking for a solution to meet the requirements. Resources provided are required to have Project Management skills and possess the ability to work alongside the delivery team.2) The outline requirement and current structure is provided to help bidders understand the current work. However, it is up to bidders to propose a suitable structure to support their proposal. 8. Cloud Services Transition and Transformation:I will like to understand MoJ’s experience on how to approach tower migration and how it deals with the security components? MoJ is one of the most advanced Government Departments in terms of looking to utilise Cloud technology, however we have also been working very closely with our partner companies, Amazon Web Services and Microsoft, to develop the most appropriate solutions, which includes security considerations and given the size of the task, migration approaches.MoJ started work with multiply agencies by creating small working groups and working closely with them. 9. Cloud Services Transition and Transformation:Is help required in managing the security aspect of the cloud services? Whilst MoJ has teams that are focused on security and IA needs, many of the people already involved in development do have either a background in IT security or a broad understanding. This understanding has proved very beneficial. 10. What are the constraints associated with the legacy agreement that we should be aware of in managing the transition and termination of the agreement? We have got visibility of the some constraints, some technical and some business. However, they are in reality considerations rather than true constraints. 11. Voice and Video Service Provision:What voice technical platform are you migrating to and from where? There are various platforms across the estate, of which some are aged. The approach is to migrate from legacy to align to one unified platform which is subject to change in the next couple of years.We are migrating the existing Voice estate (Unify) to new Voice estate (Skype for Business) including a staged approach through a Unify upgradeA move to a new Unify (VOIP) platform for the entire estate under the FITS Programme continues. Core infrastructure is designed and agreed and has been set up in the Vodafone Data Centres but its consumption is a continued roll out.
