Summary of the work DVLA Software Engineering Capability is looking for highly skilled developers to undertake the development and support of DVLA’s applications both internal and public/customer facing. Specialist role Developer Expected Contract Length 12 months Latest start date 09/01/2017 Maximum Day Rate Maximum day rate £750. T&S charges only apply for staff that commute over a 75 mile journey in each direction. This is based on the distance that would be reasonable to expect a person to commute to the principal location(s). T&S is only applicable at the following maximum rates (excluding VAT): i. For T&S including travel but no overnight stay: Suppliers plain day rate plus £45.00. ii. For T&S including overnight stay: Suppliers plain day rate plus £90.00. Who Speclialist Work With The successful candidate will be working within a product-centric environment utilising agile, and iterative development practices. Our scrum teams are supported by the following roles; • Product Owner/Business SMEs • Scrum Master • Business Analysts • Interaction Designers • Developers • Testers • Domain/Solution Architects • User researchers What Specialists Work On DVLA Software Engineering Capability is looking for highly skilled developers to undertake the development and support of DVLA’s applications both internal and public/customer facing. The successful individuals will work as part of a flexible software delivery team working in a variety of styles including Agile. In order to support the pipeline of work the level of in house expert knowledge needs to be supplemented in order to continue support the delivery of the pipeline and enablement of the in-house team . Skills & Experience • Experience in domain driven design concepts and their implementation • Extensive experience working on projects using open source technology within cloud hosted/virtualised environments; AWS preferred • Ability to communicate complex technical concepts and ensure knowledge transfer to in-house development teams • Experience building scalable server-side web applications and scaling high volume web services • Detailed knowledge of the java programming language • Experience working with version control systems • Experience of exposing APIs using REST • Experience of integrating with external systems using REST • Experience working in a continuous integration environment with tools such as Jenkins and Ansible Nice to Haves • Knowledge of relational and non-relational database systems • Extensive experience in the implementation of event sourcing patterns • Knowledge of JavaScript libraries • System administration and configuration management skills • Experience presenting work at user groups and agile ceremonies communicating technical concepts to a non-technical audience • Establish and drive team discussions to learn from experience and adapt organisational processes and plans • Experience implementing monitoring solutions for developed services Work Location DVLA Longview Road Morriston Swansea SA67JL Working Arrangments Weekly timesheets, monthly invoices based on hours worked up to 40hrs per week, Monday to Friday, 8am to 5pm. Security Clearance Must have SC Clearance No. of Specialists to Evaluate 10 Cultural Fit Criteria • Experience working as part of an agile software delivery team, embracing collaborative working practices and contributing to a shared team goal • Supporting enablement of in-house development capabilities, engaging with staff and creating an environment of knowledge sharing Evaluation Weighting Technical competence 65% Cultural fit 15% Price 20% Questions from Suppliers 1. Can you please confirm if you are looking for 8 Developers or is the (8) in the job title a form of reference number? The DVLA are looking for one developer, the 8 is a reference. 2. Under the heading ‘How suppliers will be evaluated’, it is specified that the “Maximum number of specialists that will be evaluated will be 10”. Does this mean 10 suppliers will be selected from the initial application response (closing date 14/11/16) and all 10 selected suppliers will have the opportunity to submit their candidate for this 1 role? The initial shortlist response can be greater than 10 as long as all criteria has been met.An email will be sent to all suppliers on the list inviting them to submit a completed template along with CV and SC Clearance letter by a specific date.Once returned all correctly completed forms will go through to evaluation. If the number is greater than indicated on the advert as long as it is just a few these can go through.
