Tender description

Norfolk County Council is looking to procure the provision of a 15 bed residential care home facility that provides short term rehabilitative support for people aged 18 plus with severe and enduring mental health issues across Norfolk. Although most residents will be under the age of 65 the facility should also have the relevant CQC registration to allow older people to be admitted if they meet the eligibility criteria. The people using the service may have little experience of living independently and are likely to need intensive support around developing pertinent life skills. Service users will be expected to have a wide range of needs and the provider will need to have experience in supporting individuals with the following (this is not exhaustive) — Severe and/or enduring mental health problems — Behavioural difficulties — Self-harm — Personality disorders — Problematic drug or alcohol use — Social isolation — Unemployment — Low social skills and self esteem — Victims of violence, abuse or exploitation The expected length of stay will be variable but it is anticipated that most individuals will be in a position to move on to other appropriate accommodation within 6 months to 1 year. 24/7 staff cover is essential. The home will be able to demonstrate that it can deliver a psychologically informed environment.
