This is a prior information notice (PIN) only: publication and call for competition will be conducted once scope of work is fully defined and approved. Early Market Engagement event to take place in London on 25th November 2016. The Department for International Development (DFID) is seeking to appoint a Programme Directorate to manage and implement the vision and evaluation research agenda of a multi-disciplinary Centre of Excellence for Development, Impact and Learning (CEDIL) in international development. The objective of CEDIL is to establish a high quality, multi-disciplinary academic centre to commission and implement impact evaluations, promote the uptake and use of evidence from impact evaluations and develop and demonstrate new and innovative methodologies for impact evaluation and evidence accumulation. CEDIL will be delivered through a consortium consisting of a Research Director and an Intellectual Leadership Team. A contract for the Research Director and Intellectual Leadership Team has already been tendered and a consortium has been appointed. DFID will now start the tender for the Programme Directorate who will be responsible for delivery of this programme and manage the work of the Research Director and the Intellectual Leadership Team. The Programme Directorate will work closely with the Research Director and Intellectual Leadership Team to support and implement their strategic vision. The Programme Directorate will provide the overall management of the 5 year programme and play a leading role in the outreach of the centre and in the production of evidence and products for intended users. In particular the Programme Directorate will: — Provide overall programme, financial, procurement and risk management, including management of the Research Directorate; — Have overall responsibility for the communication of evaluation research funded by this programme; — Be responsible for producing and disseminating evidence papers, journal articles and other products. The Programme Director and team should have a strong track record in managing and delivering high profile, multi-year and large scale research programmes with strong communication and outreach skills. Additionally, they will need to demonstrate an ability to work effectively with the Research Director, strong procurement and contract skills and robust financial management (including forecasting and accounting). There are 3 key requirements that the Centre will be expected to deliver against: I. Develop and use new and existing research methods for experimental, quasi-experimental and other designs for impact evaluations of development programmes. II. Develop a rigorous evidence accumulation and data sciences programme to combine and model evidence generated through monitoring and evaluation of development programmes, using new and existing methods (drawing from social, natural and bio medical sciences). III. Coordinate and deliver technical assistance, research/evaluation, and design support to international development programmes that use experimental, quasi- and non-experimental methods for evaluation. The Centre will achieve these deliverables through a set of individual work programmes (with a total value of up to 10 000 000 GBP) which the Programme Directorate will be responsible for commissioning and managing.
