Tender description
This is a prior information notice (PIN) only: publication and call for competition will be conducted once scope of work is fully defined and approved. Early Market Engagement Event (EME) to be held on Thursday 24 November 2016, 14:00 to 16:30 BST at DFID, 22 Whitehall, London, SW1A 2EG. DFID will publish a tender in late 2016 seeking delivery partner(s) for a new programme to deliver the manifesto commitment to double the UK Aid Match scheme, which matches public donations to charity appeals to deliver projects to reduce poverty in developing countries. The programme, UK Aid Match II (UKAM II), builds on the current UK Aid Match scheme. UKAM II will be more modular and flexible in design, using a range of approaches to meet its objectives in a balanced portfolio approach. The current UK Aid Match programme meets the Conservative Party Manifesto 2010 commitment to ‘allow British people a direct say on aid spending’ by matching public donations to charity appeals for projects to reduce poverty in developing countries. UKAM II will increase the scope and reach of the current UK Aid Match programme by providing new ways to match public giving and diversify the organisations that are accessing matched funding, aiming to build a wider and more diverse constituency of the UK public engaged in international development and having a say in how UK aid is spent. Delivery of this programme will require the Supplier(s) to fulfil four key functions: — Explore and recommend the most appropriate mix of match funding mechanisms, as described in the UKAM lI ToRs and Business Case (to be made available at a later date), on an annual basis in order to meet the objectives of the programme. — Deliver the agreed match funding opportunities, including outreach to CSOs, management of funding rounds, assessment of applications, carrying out due diligence of potential grant holders. — Provide advice and support to CSOs on appeal implementation. — Provide grant management for CSO projects under both the UKAM and UKAM II schemes through to completion. DFID will be hosting an Early Market Engagement Event for UKAM II on Thursday 24.11.2016, 14:00 to 16:30 BST at DFID, 22 Whitehall, London, SW1A 2EG. The main objective is to elicit market views on the feasibility of the proposed outputs and delivery options and to discuss challenges and opportunities.
