Tender description

The Houses of Parliament (‘the Authority ’) intends to commence procurement exercise(s) from 2016-2017 for framework agreements to provide the following: Architectural Services (including Conservation Architect Services); Mechanical and Public Health Engineering; Electrical, Electronics and Control System Engineering; Structural and Civil Engineering; Security Consultancy Services; Fire Engineering; Workspace Planning Services; Clerk of Works; and Building Surveyor Services. In addition it is envisaged, (however not confirmed at this juncture) that the following supplementary specialist services will also be included: Acoustic Engineer Building Control/Approved Inspector Asbestos Consultancy services Building Information Modelling Management Catering Design and Specification Services Sustainability Assessment Health and Safety Consultant Landscape Architect Town Planning Consultant Public Health Surveys Ecology Services Other Specialist Services and General consultancy The Authority is issuing this PIN to invite organisations to provide their pre-procurement expression of interest prior to commencement of the procedure(s), whilst the Authority develops the procurement strategy(s). The Authority undertakes an on–going planned and reactive programme of works to the buildings within the Parliamentary Estate. The majority of the buildings are Grade I and Grade II listed buildings The procurement arrangements will involve each framework being the subject of an Invitation to Tender/Negotiate, the aim being to deliver high quality services to enable or support the works projects that provide restoration, replacement and repairs, as well as value for money. It is envisaged that the majority of the individual projects will be progressed by the Authority to planning/design-brief stage whereupon the Authority will then commence the procurement for the contractors to carry out the works. Framework providers will also be required to provide services during the construction phase, predominantly oversight and occasional redesign upon discovery of site conditions, but also be involved in the commissioning and defects to ensure that their designs have been met. Expressions of interest are invited from multi-disciplinary practices as well as individual and SME practices who provide specialist and heritage services.
