Tyres for heavy/light-duty vehicles

Tender description

The Service Cherwell District Council, South Northamptonshire Council and Oxford City Council (‘the Authorities’) are inviting Tenders for the Supply and Fitting of Tyres (the Service') in accordance with the attached documents. The Authorities intend to award a contract for a period of 3 years from 1.11.2016 with the opportunity, purely at the discretion of the Councils and in agreement with the contractor, to extend the contract by up to a further 2 years. This invitation briefly describes the Authorities' requirements for the Service, the tendering process and the commercial terms on which the Authorities propose to contract in due course with the successful Bidder. This Invitation also sets out details for Bidders on the form and content of Tenders which are invited and the timetable and other administrative arrangements for the tendering process. The anticipated minimum annual expenditure between the three Authorities is 160 000 GBP per annum, though this sum cannot be guaranteed throughout the lifetime of the contract. The Authorities are willing to consider applications both from tyre fitting specialists with an established supply chain or directly with tyre manufacturers who have an established contract with a tyre fitting provider. In either event the contract with each Authority will be with a single contractor taking responsibility for the fulfilment of the service. This is a competitive procurement conducted in accordance with The Public Contracts Regulations 2015 and a Contract Further details regarding the Authorities' requirements in respect of the Service are set out in the Specification — Document 3. Potential Additional Participants During the Lifetime of the Contract The Authorities reserve the right to require the service provider to provide all or any part of these Service to any other Oxfordshire, Buckinghamshire or Northamptonshire local authority or other public sector partner which wishes to receive Service under the contract as follows: — Oxfordshire County Council; — South Oxfordshire District Council; — Vale of White Horse District Council; — West Oxfordshire District Council; — Thames Valley Police; — Oxford University; — Brookes University; — Aylesbury Vale District Council; — Buckinghamshire County Council; — Wycombe District Council; — South Bucks District Council; — Chiltern District Council; — Milton Keynes Council; — Bucks University; — South Northamptonshire District Council; — Northamptonshire County Council; — Corby Borough Council; — Northampton Borough Council; — Kettering Borough Council; — Borough Council of Wellingborough; — Daventry District Council; — East Northamptonshire District Council. Any partner expressing an interest in this contract will enter into their own contract with the successful contractor(s) with the terms and conditions of this contract applying in full.
