Tender description

Shropshire Council is transforming substance misuse services to respond appropriately to needs, improve outcomes for service users and support recovery. As part of this transformation the local authority is seeking to improve services in line with NICE guidance for medically assisted withdrawal from drug and alcohol dependency. Forming part of the Shropshire treatment system the inpatient service will work closely with the local community service provider to ensure people's needs are met, improve successful completions and support service users to achieve positive outcomes. As part of this transformation the local authority is seeking to improve services in line with NICE guidance for medically assisted withdrawal from drug and alcohol dependency. Forming part of the Shropshire treatment system the inpatient service will work closely with the local community service provider to ensure people's needs are met, improve successful completions and support service users to achieve positive outcomes. The service will provide inpatient medically assisted withdrawal to those services users who have been assessed as suitable to receive an assisted withdrawal but whose needs cannot be appropriately met within the community. Typically the service will support people with more complex needs and who need medical or nursing care because of significant comorbid physical or mental health issues or require complex poly drug detoxification or other social factors that could limit the benefit of a community based programme. To ensure local services are working within NICE guidelines the Local Authority is improving and increasing its community service delivery. To facilitate this it would like to purchase the following two year block contract with the option to extend one plus one year based on Year 2 projections. Year 1 = 1095 occupied bed days (OCBDs) in year 1 with the option for the Council at its discretion to purchase up to a further optional 278 OCBDs within the year for the use of the Council. Year 2 = 730 occupied bed days (OCBDs) )in year 2 with the option for the Council at its discretion to purchase up to a further optional 274 OCBDs within the year for the use of the Council. In both years a very small number of the OCBDs may be required to support stabilisation where these need cannot be met within the community. The contract will be for a period of 2 years commencing on the 1.4.2017 with the option exercisable by the Council to extend for further 12 month periods up to a maximum of a further 2 years subject to funding and usage projections.
