Summary of the work Development of a secure web portal running on HEE Azure Cloud using DNN v8.04 or later on Azure database. Expected Contract Length The expected end date is no later than 31 March 2016 Latest start date 05/12/2016 Why the Work is Being Done The work is being done to ensure that foundation doctors and ex-foundation doctors in England can access their read-only historic e-portfolio data. Work must be complete by March 17th 2017. Problem to Be Solved Allow access to foundation doctor historic data through a website hosted by HEE. Who Are the Users As a doctor working in England I need to be able to access historic e-portfolio data so that I can check and download my information. As a trainer working with / having worked with foundation doctors in England I need to be able to access historic e-portfolio data related to foundation doctors I have supervised so that I can check and download their information As an administrator working in England I need to be able to access historic e-portfolio data related to foundation doctors who have worked in my region so that I can check and download their information Early Market Engagement We shared the draft requirement with six framework suppliers. There were no comments received from the market except for confirmation that the documents were clear and expressions of interest in bidding for the proposed contract.. Work Already Done We have completed a SOW that was drafted for the purpose of completing this work in-house. HEE does not have sufficient resources to be able to undertake this work which is why we are approaching the DOS framework for a digital outcome. A prototype system has been built - it is expected that this will form the basis for onward development. Current Phase Alpha Skills & Experience • have two years experience of Agile working in the delivery of a website with sensitive data. (30%) • have at least a year's experience of setting up a support process (technical and for end users) to ready for handing over to HEE on delivery of the outcome. (30%) • demonstrate a working knowledge of writing SQL Stored procedures and functions (20%) • Have experience with the following (but not limited to) Azure cloud services: Virtual Machines, Express Route, Virtual Network, Storage, StorSimple, Azure Database and Web Apps (20%) Nice to Haves demonstrate 2 years experience in using Bootstrap and Font Awesome to build responsive enterprise solutions in line with prescribed branding guidelines Work Location Communications during the project can be completely remote. We require the successful bidder to meet with the team face to face at the beginning and the end of the project. Travel expenses are unlikely to be required, however, if they are, HEE will re-imburse for required travel from St Chad's Court only at the official Travel and Expenses Policy rate. Working Arrangments We will work with Agile Scrum methodology - weekly Skype for Business (or other video format) scrum meetings and up to an hour a day of the HEE team's time to deal with extra queries/clarifications/discussions. Scaling – does HEE have details of traffic on our existing system so suppliers know what sort of traffic to expect on the interface? Bandwidth usage, number of users / number of times system accessed each day etc. No usage statistics available on current system; these would represent usage for the interface.· ~ 315,000 unique user accounts on the current system· ~ 76,500 unique users require access to the archive interface- All other user accounts may need to be set up as well but it is not expected these users would be provided with a login· ~ 53,500 unique users logged in to the current system during 2015- Of which ~ 31,000 were traineesDifficult to estimate how much the system will be used, but it is unlikely to be large bandwidth requirement. 5. Does HEE have any SLA terms in mind? What are your expectations? We expect a high level of up time, security, system speed. Details to be discussed and agreed with the selected supplier.· The system will be used the most during its first year of operation. Beyond that traffic is expected to drop significantly.· The need for the system is not expected to dissolve for the foreseeable future though – access to the data needs to be possible for many years to come – see further (non-exhaustive) example user stories below. 6. What are the user stories relating to SLA requirements for doctors in training As a doctor who has undertaken medical foundation training between 2008 and 2017 I need to access historic e-portfolio data so that I can check and download my information.· I may need to provide a specific form or set of forms to evidence my foundation training as part of a training application submission in UK or abroad.· As a foundation year 2 doctor using the new HEE e-portfolio, I need to look back on my foundation year 1 information to check my progress against personal development and actions plans I set/was set but didn’t fully achieve during FY1. 7. What is the Supervisor's user story in relation to SLA As a supervisor working with / having worked with foundation doctors in England I need to be able to access historic e-portfolio data related to foundation doctors I have supervised so that I can check and download their information.· I may be asked to provide a reference for a specific doctor I supervised during their foundation training in England. I have supervised a lot of foundation doctors and need to look up specific training information to ensure my reference is accurate.· I may need to provide evidence of supervision activities undertaken as part of my annual appraisal. 8. What is the administrator's user story in regard to the SLA User story 3: As an administrator· As an administrator working in England I need to be able to access historic e-portfolio data related to foundation doctors who have worked in my region so that I can check and download their information.· I may need to perform or contribute to research by providing specific data from the e-portfolio· I may be asked to provide evidence about a specific doctor who undertook foundation training in my region to contribute to a trust or GMC investigation related to activities the doctor has been involved in since completing foundation training. 9. Could I please confirm there is no data migration requirement within the scope of this project - this will be handled by HEE as a separate deliverable? Migration is an integral part of this work. HEE will hold the database required to be displayed through the interface/portal. The supplier will have access to this database and will need to build pages within the interface that display the data. The supplier will be required to set up processes linking the database held by HEE into whatever system they produce. The building of the system cannot be uncoupled from linking to the database – everything built must display the required data and this is what HEE will check during the weekly stand ups. 10. At the Q&A you indicated that MVC would be preferred. Would you consider client-side javascript frameworks or is MVC very much the preference? When it comes to JavaScript libraries we would prefer if they are only used to enhance the user experience but not to drive the entire system as authentication and security is a cardinal consideration. As DNN is the driving CMS package for the prototype JavaScript libraries are compatible with the solution. 11. You mentioned in the Q&A that there are 310,000 users within the database. Are all expected to continue to access the archive or is the expected user base substantially lower than this? See answer 4 above which deals with this issue. 12. Does the application have to be run through DNN or can it just be a stand-alone MVC application? The preferred delivery will be to use DNN, however a stand-alone MVC application can be accepted. The current prototype was done in DNN 8.0.3 and some functionality is already available in the prototype. 13. Is there a login for the prototype system at http://hee-dnn-eportfolio-readonly-prod.azurewebsites.net/? The login to the prototype will be made available to the successful bidder.
