Tender description

Caerphilly County Borough Council (CCBC) are seeking expressions of interest to provide for the transportation (optional), processing, sorting, bale, marketing and onward sale of waste streams arising from Caerphilly households' kerbside recycling collections for their Dry Mixed Recyclables (DMR) including Mixed Paper, cans, cardboard, glass and plastic and small quantities of textiles. The DMR must be processed at a licensed MRF(s) facility(s). Prospective suppliers are to note that the DMR is collected in a co-mingled format via wheel bins and contractors would need to account for this. The contractor (dependant on the location of the facility) will probably be required to submit prices for the haulage of the materials from CCBC to the MRF. The DMR is currently collected by CCBC utilising dedicated RCVs with the materials then deposited at Full Moon WTS where it is bulked prior to onward transportation. The Authority collects an estimated 20,000 tonnes of co-mingled materials PA but this could change in subsequent years. The Authority would require contractors to provide rates for recycling: 70 %, 75 %, 80 %, 85 %, 90 % or 95 % of the materials collected with the treatment via Waste to Energy for any materials not recycled (with the resultant IBA being classed as additional recycling — over and above that achieved at the MRF). The contractor will be expected to provide timely performance information to CCBC in accordance with pre-determined timescales that will allow the authority to comply with its waste dataflow reporting requirements.
