In line with national guidance the CCG will award Contracts to HUH for 2 years from 1.4.2017; the contract will have an option to extend for 2 years if this facilitates implementation of devolution in the 2019/2021 period. The purpose of publishing this PIN is to inform the market of the intention to award contracts and to engage. In the event that there was a procurement process then that procurement would be the subject of a separate notice in OJEU and Contracts Finder.City and Hackney CCG is to become one of 5 devolution pilots launched in London. This work will transform health, social care and well-being services with the intended result that local services become fully integrated. The CCG is working with the local devolution partners in Hackney & the City of London to deliver the devolution pilot, this includes the Homerton Hospital NHS Foundation Trust (HUH) as the main local provider of Acute and CHS.C & H CCG is currently considering awarding contracts for Acute and CHS to HUH from April 2017 under reg 32(2)(b)(ii) of the PCR 2015. The CCG believes that the unique local circumstances created by the devolution pilot are grounds for competition being absent for technical reasons and that services can only be supplied by HUH as the main local provider of services to the CCG.The CCG believes that even where a provider already has these services at another site, mobilising them and building relationships with local providers would not be possible in time for the London Health and Care Devolution partnership.
