Tender description

Young Carers are children and young people under 18, who provide some care for a parent or other family member who may have a physical or learning disability, long term illness; mental ill health or drug and/or alcohol problems. The care they provide may be practical, for example household responsibilities; personal care like washing, dressing and giving medication or it could be emotional support. Both Camden and Islington share a vision that aims to ensure that every child or young person will have the opportunity to fulfil their potential, and that their families will be able to access a full range of services to meet their needs. The Young Carers service will provide early and timely intervention for young carers to ensure that they receive a service that is not provided by other services. The outcomes of this service for young carers include improved identification and support, improved health and well-being, learning, educational attainment and access to employment are maximised, and to ensure young carer's views are heard and taken seriously. This service is currently delivered as a joint service with the London Borough of Islington and expires on 31.3.2017. We intend to continue the joint working relationship in the new service. London Borough of Camden will be leading the procurement process. Both Camden and Islington share a vision that aims to ensure that every child or young person will have the opportunity to fulfil their potential, and that their families will be able to access a full range of services to meet their needs The maximum annual budget for this service is 210 500 GBP (of which 100 000 GBP is from Camden and 110 500 GBP from Islington). Any Tender with a tender price in excess of this budget in any year of the Contract Term for the service will be rejected. The total value of the new joint contract is estimated to be 1 500 000 GBP over the maximum 7-year period (initial 3 years plus 2 extensions of 2 years). Bids will be awarded on the basis of 50 % quality and 50 % cost. Award criteria as follows: Proposed approach to contract implementation, including TUPE — 5 % Proposed Approach to service delivery — 10 % (and quality threshold) Capacity Building and Partnership Working — 5 % Improving and maintaining the health and well-being of young carers — 10 % Maximising the learning educational attainment and access to employment for young carers — 10 % Presentation to the panel related to the outcome of improved identification and support for young carers — 10 % Full details of the service requirements are set out in the Service Specification.
