Hertfordshire County Council (the ‘Council’) is carrying out pre-procurement market engagement in relation to Overnight Short Breaks. Current Project Brief and the Integrated Model The new proposed integrated model has been co-produced with Hertfordshire County Council (the Council) and Clinical Commissioning Groups (CCG). Operating Model Outline 3 Residential Short Breaks units to run during term time and school holidays 7 days a week with the following definitions: Term Time Overnight — 17.5 hours -15:30 to 9:00 Weekends and School Holiday Overnight — 24 hours. Day Care session — 6 hours Each of the 3 units will operate to the same service specification and will be able to care for disabled children and young people with both/or health and social needs. The service will be children and young people with special educational needs and disabilities (SEND) and complex health needs that live in Hertfordshire and or have a Hertfordshire GP. Introductory Sessions to be offered for new referrals where it is felt that this would support the needs of the CYP/family. Align the referral and panel process so that joint decisions are made to allocate the appropriate service and that there is equity of access and respite across Hertfordshire. Service Capacity 3 units with the approximately provision of 128 448 hours per annum. Staffing Provision It will be the responsibility of the Provider to recruit, select, train, induct and supervise sufficient numbers of qualified staff including volunteers to provide an adequate level of staffing to meet the range of support needs that Service Users and potential Service Users have. Service Users should be provided with a sufficient staffing ratio to ensure their safety and wellbeing. The Provider must also ensure the Service Users and welfare of the group as a whole is safeguarded and that all Service Users have an opportunity to participate in the service provided. The Provider must ensure that all of their staff has the appropriate qualifications and the correct Ofsted and CQC regulations are followed. The purpose of the Council's pre-procurement market engagement process is to allow and enable potentially interested organisations with appropriate expertise and relevant experience to: Outline and generate initial views/ideas around the outcomes, scope and the potential procurement strategy (i.e. with no commitment to themselves or the Council). Engage with the Council to understand its challenges, intentions and desired Outcomes. Provide informal input to help shape or refine the Council's technical requirements. Inform the Council of current market developments. Enable the Council to understand how the Current Requirements could be shaped and satisfied/met/delivered. The Council will consider the feedback and responses received to help inform the Council's options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council. The Council will not enter into a contract based solely on the responses to this PIN and no information contained in the documents or in any communication made between the Council and any contractor in connection with its pre-procurement market engagement shall be relied upon as constituting a contract, agreement or representation that any contract shall be awarded. This pre-procurement market engagement process will comprise: Submission of the Supplier Questionnaire (please see Appendix A of the pre-procurement market engagement documentation) following the instructions detailed in Section VI.2 below.
