Tender description
The aim of this exercise is to procure a number of suppliers to provide high quality semi-independent accommodation and support services for young people who are in and leaving the care of the London Borough of Lambeth. These services will provide tailored, flexible support to vulnerable young people, to enable them to access opportunities around education, training, employment and health, and develop the confidence and practical skills needed to live independent lives. To establish a framework of providers to provide accommodation and/or support to young people between the ages of 16 — 21 as detailed below: Group living/shared accommodation with shared communal facilities, or ‘bed-sit’ type living space as part of a larger communal building. Minimal support provided: — 3 hours of visiting key worker support per week. — Visit log and support plan updated weekly. — Property inspection completed weekly. — Additional appointments if required. Staff available at all times during the day but no overnight supervision. Service available for support if required 7 days per week, 365 days per year. 24 hour Support Help-line and emergency call out service. A moderate level of support provided: — 6 hours of visiting key worker support per week. — Visit log and support plan updated weekly. — Property inspection completed weekly. — Additional appointments if required. Staff available at all times during the day and occasional overnight supervision required. Service available for support if required 7 days per week, 365 days per year. 24 hour Support Help-line and emergency call out service. To establish a framework of providers to provide accommodation and/or support to young people between the ages of 16 — 21 as detailed below: Group living/shared accommodation with shared communal facilities, or ‘bed-sit’ type living space as part of a larger communal building. High level of support provided: — Staff on site 24-hours a day, with sleep-in staff at night. — 10 hours of key worker support per week. — Daily support and contact log updated daily. — Risk assessment and support plan updated weekly. — Property inspection completed daily. There must be at least a 1:3 staffing ratio in operation during the daytime for all young people in placement and at least one member of staff on duty at night. Service available 7 days per week, 365 days per year. The Registered Manager must have a professional Social Work Qualification and a relevant management qualification. To establish a framework of providers to provide accommodation and/or support to young people between the ages of 16 — 21 as detailed below Group living/shared accommodation with shared communal facilities, or ‘bed-sit’ type living space as part of a larger communal building. Weekly welfare checks (1 hour). 24 hour Support Help-line and emergency call out service. To award a contract to a single provider to provide semi independent living service: Group living/shared accommodation with shared communal facilities, or ‘bed-sit’ type living space as part of a larger communal building. Standard support provided: — 3 hours of key worker support per week. — Visit log and support plan updated weekly. — Property inspection completed weekly. — Additional appointments if required. — Additional informal support including group activities. On-site staff for 35 hours per week during the day, but no overnight supervision. 24 hour Support Help-line and emergency call out service. Service available for support if required 7 days per week, 365 days per year.
