Tender description

East Staffordshire Borough Council (the ‘Council’) is seeking a competent organisation to provide winter gritting services for Council run and owned car parks across the Borough. Furthermore, the Council is seeking an organisation to keep, maintain and have on standby a range of services to deal with potential emergency works in locations across the area. The proposed Contract is for a fixed term of five (5) years and is divided into 2 Lots covering each of the following services: — Lot 1: Winter Gritting; — Lot 2: Emergency Works. Applicants are invited to apply for both or either individual Lot. The Contractor will be responsible for providing and distributing Salt at the car park locations, and for replenishing the Salt in the Salt bins, at the locations listed in the tender documents. The Contractor will provide and maintain all Vehicles and Plant reasonably required to complete the Winter Gritting, on the evening of the request and in a timely manner as may reasonably be expected given the nature of the Service to be performed. An Emergency Works Service shall be available on a continuous standby/call out arrangement available 24 hours a day, 7 days a week, 365 days per annum (366 days in a leap year). Emergency Work may include but is not limited to: Making safe or temporarily repairing safety hazards in the car parks or rear access roads, by way of example only patching to a pothole; Attendance upon and dealing with localised flooding; Snow clearance; Collection of signs and miscellaneous items from the Council's store or elsewhere and delivery and erection of signs as instructed; Or such other similar circumstances that require urgent attention to ensure the safety of the general public.
