Tender description

The contracting authority, Slough Borough Council (‘the Council’), is seeking expressions of interest from suitably qualified and experienced organisations to enter into a contract for the provision of waste treatment and disposal services (the ‘Contract’). The Council has the following Strategic Aims it wishes to achieve through the new Contract: — Zero waste to landfill; — Up to 35 % savings on current costs; and — Improved recycling; The scope of services covered under the Contract is further detailed in Section II.2 below, the CPV codes and is described in detail in the Council's Initial Descriptive Document (‘IDD’) and draft Specification made available to Applicants wishing to express interest in the Contract. Waste Disposal and Delivery Provision of Waste Delivery Point(s) and Services to accept, treat and/or dispose of the Council's municipal waste and associated offtakes including but not limited to the following services/waste streams to provide a closed loop solution: — Municipal Residual Waste treatment and disposal; — Processing of recyclables; — Clinical Waste treatment and disposal; — Garden Waste composting; — Sweepings and gully arisings treatment and disposal; — Hazardous Waste treatment and disposal; and — Food Waste treatment (optional). The Council has the following Strategic Aims it wishes to achieve through the new Contract: — Zero waste to landfill; — Up to 35 % savings on current costs; and — Improved recycling. Applicants are referred to the IDD and the accompanying Procurement Documents for further information on the description of the procurement, the Contract and the Council's needs and requirements. Waste tonnage and composition: The Council through its current contractor, collects approximately 59 000 tonnes of municipal waste per year. This is made up of domestic and clinical waste from kerbside collection, commercial waste collection and recycling both domestic and commercial and fly tipping. Details on tonnage and composition is provided with the Procurement Documents but this is provided for information only, it may fluctuate and in any event is not guaranteed or warranted by the Council. Applicants/Bidders must take their own view on likely tonnage, composition and growth. Further details in relation to tonnage, volume and composition and existing contractual arrangements are provided in the IDD as detailed in Section II.2.14 below. Options and Anticipated Service Change: Applicants are referred to the IDD for further information on the Council's options and mechanism to introduce an Anticipated Service Change.
