Delivery of Packages

Tender description

Sellafield wishes to appoint x2 suppliers to a Framework for the Manufacture and Delivery of Waste Transfer Packages. The decommissioning programme at Sellafield includes the removal of nuclear waste from ageing storage facilities. In order to remove the waste from one such facility, it is envisaged that up to 15 Packages are needed to enclose and transport the waste in support of the retrievals operations. The Packages are required to be utilised in a hazardous radioactive environment to allow the commencement of waste retrievals and transport of the radioactive waste to upstream facilities. Sellafield is conducting this procurement using the competitive procedure with negotiation in line with the Public Contracts Regulations 2015. It is intended that 2 suppliers will be appointed to a framework agreement to provide the packages. In the first instance, each supplier appointed to the framework will manufacture and deliver one "validation package" each, on a cost reimbursable basis. The remaining packages will be awarded either by way of further such "validation packages" or by way of a mini-competition or direct award between the two suppliers on a fixed price, cost reimbursable or target cost basis. The accompanying procurement documentation contains further detail. It is intended that this Framework may also be used for the inclusion of the delivery of additional goods and/or ancillary services in order to satisfy any future unforeseen Sellafield requirements. Interested parties should confirm compliance with Sellafield standard specifications/documentation, complete the Pre-Qualification Questionnaire and return to Sellafield by 12.00pm on Monday 21st November 2016. Sellafield shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this contract notice, or in the completion or submission of any response or tender. Sellafield reserves the right to change without notice the procedure for awarding the framework agreement, to reject all or any bids for the framework agreement; to terminate discussions with any or all interested tenderers and /or to stop the process and not award a framework agreement or contract at any time without liability on its part.
