Hertfordshire Contract Management Services (HCMS) is the contract management unit within Hertfordshire Business Service (HBS), responsible for managing the contractual issues and monitor the current Grounds Maintenance Service and Building Cleaning Framework Agreements on an ongoing basis on behalf of the Site. HCMS is consistently driven with the objective of meeting best values in the delivery of efficient and effective grounds maintenance and cleaning services in Hertfordshire and in the process securing significant efficiencies for the Council's clients. The Council is now seeking engagement with the market in respect of its future requirements relating to the provision of grounds maintenance and cleaning services. This service will be utilised by all departments of the Council including establishments such as Schools, Fire Stations, Disused Sites, Day Centres, and Libraries etc. It may also be used for works outside of the Council as requested by our partners and customers (this may be outside the geographical area of Hertfordshire in some cases) Hertfordshire County Council wishes to use this Pre Procurement Market Engagement (PPME) to enter into a dialogue with providers to understand and shape the future of Grounds Maintenance and Cleaning services. The PPME document outlines the Councils current position and proposals for the future. The Council is seeking suitably qualified contractors to complete a provider questionnaire which will help shape and inform their decisions moving forward. The pre-procurement market engagement will comprise: —Submission of the Provider Questionnaire (please see Appendix A — separate MS Word document). Provider Questionnaires must be received by 12 noon, 30.11.2016. To participate in this pre-procurement market engagement, organisations must submit their completed Provider Questionnaire, together with any supporting documents, through the In-Tend system by the return deadline of 12 noon on 30.11.2016.
