Tender description

Services contract for the provision of a recycling and waste management service together with the supply of vehicles and receptacles. The Council seeks competitive tenders for the provision of its Recycling and Waste Management Service together with the supply of Vehicles and Receptacles as outlined within the tender documents. It is therefore established this exercise to be primarily a services contract and a supplies contract secondary. Details pertaining to the evaluation methodology to be adopted can be found within the tender documentation but for the avoidance of doubt this procurement shall be assessed on the Quality and Price to establish the most economically advantageous tender (MEAT). The Council is facing significant financial challenges and is reliant upon driving efficiency in the services it delivers. The delivery of the current Recycling and Waste Management Service operates at a maximum budget of c. 8 000 000 GBP per annum. It is the Councils expectation that efficient processes and innovative service delivery methods will result in considerable savings as part of the procurement exercise. All capital and revenue costs relating to the procurement of Vehicles, Plant and Equipment shall be included within the Tendered Rates and hence will be reflected in the Assessment (evaluation) of the compliant Tenders received. Once the Councils ‘Preferred Tender’ is established the Tenderer's borrowing rates will be reviewed against the Councils own Prudential borrowing rates. Where the Councils borrowing rate is lower than that of the Tenderer the Council reserves the right to either: a) Provide financing to the winning Tenderer for the purchasing of waste collection vehicles where the Council is able to obtain finance on better terms than the Tenderer; or b) Procure the waste collection vehicles itself where it is judged to be better value for money for the Council to do this. If the Council implements either (a) or (b) the payments to the successful Tenderer under the Contract will be amended to account for the differential in Capital Financing Costs between the Tenderer and the Council. Bidders will therefore be required to clearly itemise costs associated with the procurement of vehicles as detailed within the tender documentation. Conditions associated with the lease of waste collection vehicles are as follows: The permitted use of all waste collection vehicles shall be restricted to the performance of a Recycling and Waste Management Service for Doncaster Council on an exclusive basis; and the Successful Tender shall be responsible for all on-going costs associated with the running of the vehicles including fuel, insurances, servicing and repair. The Council requires the submission of a Supplementary Bid in addition to the Standard Bid as referenced within the tender documentation. Please note that no other supplementary bids will be accepted.
