Non-hazardous refuse and waste treatment and disposal services

Tender description

The Waste Management PFI Contract (‘PFI Contract’) for the management of municipal waste arising in Nottinghamshire County Council's administrative area including but not limited to the management, treatment, transporting and disposal of municipal waste. This voluntary ex ante transparency notice (‘VEAT notice’) is in respect of proposed modifications to the PFI Contract awarded in 2006, not the award of a new contract. See additional information given at Sections II.2.14 and IV.1.1. The procurement was undertaken in accordance with the Public Services Contracts Regulations 1993 using the negotiated procedure. The 2002 contract notice stated that the contract was ‘intended to add to the Councils' existing arrangements for disposal through Energy from Waste and household waste recycling and to replace part of its landfill arrangements to ensure compliance with the EU landfill directive and the National Waste Strategy.’ The award criteria described in Section II.2.5) (Award Criteria) below were the elements of a risk adjusted model used to evaluate the tenders received. The criteria and weightings have been included as required by this form of notice. The criteria reflect the nature of the risk adjusted model published in the procurement documents (the ITN) but the stated weightings are not a complete representation of the actual risk adjusted model which was a more complex evaluation tool than Section II.2.5) allows.
