Tender description
Summary of the work Project Management and associated supporting Technology Delivery functions, to facilitate the client side function of the National ANPR Service Programme. Expected Contract Length 2 years Latest start date To start with appropriate clearances on 1st January 2016. Why the Work is Being Done ANPR is widely used by Law Enforcement to detect, deter and disrupt criminal activity and is instrumental in protecting the public and saving lives. Existing ANPR systems across forces are disparate and may offer limited capability. There is a need for a National Collection of ANPR data to enable searching across Force boundaries. The system currently offering this, the National ANPR Data Collection is reaching end-of-life. NAS will replace NADC and local ANPR systems ensuring continuity of vital services, standardise use of ANPR across the country and provide many LEAs with tools to better exploit ANPR and protect the public. Problem to Be Solved Providing a National ANPR System is a huge undertaking. The existing ANPR estate across UK Law Enforcement is extremely complex with over 10,000 cameras feeding 40+ individual systems across LEAs, each of which has its own unique connections and partnership arrangements. Replacing the existing estate with a single system that works across all UK LEAs requires detailed technical design, robust testing and in-depth engagement bespoke to every one of these LEAs. A team with the right skills, experience and qualifications is therefore required to manage the project and ensure that all aspects are delivered within the necessary timescales. Who Are the Users Not applicable Early Market Engagement None. Work Already Done The incoming client team will replace a mixed team of permanent and interim members. Existing Team There is an existing team of around 10 people (Civil Servants and various contractors) currently working in this area. Current Phase Not applicable Skills & Experience • Highly skilled and experienced individuals, able to work with minimal supervision. • Excellent stakeholder management skills. • Business areas covered by this contract are typically not familiar with the HO or Technology; they need supporting as we work through the delivery of their requirements. • Leadership of complex IT delivery with multi user groups • Experienced as a team; self-organised having an ability to work on their own initiative and without constant direction. Nice to Haves • Experience of working in a challenging and complex public sector environment. • Access to a range of additional resource Work Location Home Office London Sites: 2 Marsham Street, Croydon, Hendon. Working Arrangments The work will take place on Home Office systems and at Home Office locations in London. Some travel outside London may be necessary and the Home Office expenses policy will apply. It is envisaged that the work will be full time and any changes in resource requirements during the contract will be agreed with appropriate notice. Security Clearance All staff must hold or be prepared to undergo SC Security Clearance to operate on this project. Additional T&Cs Standard DOS framework and call-off terms and conditions. Can you please provide further information on the size of the team that you are looking for? Further information will be provided in the RfP, however the current estimate is 10 to 12 full time. Roles may include: Programme Manager, Build & Integration Manager, Business consultant, Project support, Techical Architect and Security Consultant 2. Could you also re-confirm start date is January? Yes, we can confirm on or soon as possible after the start of January 2017. 3. • Can HO please specify what is meant by flexible working in cultural fit? • Noting further information will be provided to shortlisted suppliers, will there be an opportunity to ask more questions about the project once suppliers are shortlisted?A readiness and ability to react (with appropriate consultation and notice where necessary) to meet evolving / changing requirements and priorities. To proactively propose solutions to emerging problems and adapt plans, resource profiles and working practices to meet the challenges. Selected bidders will have the opportunity to ask further questions on the full requirement during the RfP process. Noting this won’t be a citizen facing digital service, does HO intend to follow the GDS Service Design Manual, including the phases Discovery, Alpha, Beta, Live? Can HO please clarify the skill or experience that is being asked for in the criteria 'Business areas covered by this contract are typically not familiar with the HO or Technology; they need supporting as we work through the delivery of their requirements.'? Is there an existing solution to build on or is this a greenfield and bespoke solution? Further information will be provided in the RFP stage, but as this is not a citizen facing service (and is already partially delivered), the GDS Service Design Manual does not need to be adhered to. Important skills would include those necessary to support and coach our customers/users through the delivery of requirements.This is a partially delivered programme of work, based on a configured and customised COTS product. 6. Is another supplier currently providing the mixed team of permanent and interim members mentioned in the 'about the work section'? Is there any work that has already been done on this project? If so, what work has been done? Is the team of 10 people mentioned in 'existing team' the same team referred to in 'any work that has already been done'? • Will the successful supplier be augmenting or replacing the team referred to in 'existing team'? It is a mixed team made up of both permanent resource and resource from other suppliers. Yes, work has been done. More information will be provided at RFP stage.Yes, it refers to the same team that have undertaken the work so far.The successful supplier will be replacing the existing team. 7. Is user interaction design or bespoke user experience design out of scope for this project? The solution will be based on a COTS product, so user design, and indeed any bespoke work, is constrained by this consideration. 8. Does HO have a budget range for this project? Yes. The available budget is commensurate with the scale of the task outlined in the DOS notice.
