Tender description

The appraisal of transport requires certain technical values such as fare elasticity's and diversion factors. These values help to show the effects of policy changes on transport demand. Many of these technical values need to be updated in order to ensure that they are still accurately represent the effects of various factors on transport demand. Additionally there are new values of interest for which the department currently has no sources (such as diversion factors for cycling and walking). The aim of this project is therefore to undertake a meta-analysis of existing evidence to provide an updated set of new recommended values for the Department to use.
