Tender description

Your Housing Group wishes to establish a Legal Services Panel to provide legal advice and support to the business across 5 lots. These lots are Development and Specialist Property Transactions (Lot 1), Sales and Routine Property Transactions (Lot 2), Corporate and Finance (Lot 3), Employment (Lot 4) and Housing Management (Lot 5). The panel will be established for 2 years with 2 optional extension periods of 12 months each. Expenditure across the panel will vary according to business activity. As a guide expenditure across all lots was approximately GBP 1m in 2014-15 and GBP 1.5m in 2015-16. Provision of legal advice in respect of Sales and Routine Property Transactions. This will include, but not be limited to, Right to Buy / Right to Acquire, Staircasing and Assignments, outright sales, leases, lease extensions, licensing and conveyancing. The number of transactions and annual expenditure will fluctuate according to business activity. However, as a guide expenditure in 2014-15 was c. GBP 100 000, and in 2015-16 GBP 120 000. Provision of legal advice in respect of Corporate and Finance Transactions. This will include, but not be limited to group structures, mergers and acquisitions, corporate governance, regulatory requirements, company and charity law, loan facilities, property charging, procurement and contractual matters and legal advice in respect of taxation, insurance and investments. The number of transactions and annual expenditure will fluctuate according to business activity. However, as a guide expenditure in 2014-15 was c GBP 200 000 and in 2015-16 GBP 880 000. Provision of legal advice in respect of Employment. this will include, but not be limited to employment law, TUPE, equal opportunities, pensions, employment disputes and organisational change. The number of transactions and annual expenditure will fluctuate according to business activity. However, as a guide expenditure in 2014-15 was c GBP 130 000 and in 2015-16 GBP 40 000. Provision of legal advice in respect of Housing Management. This will include but not be limited to ASB cases, possession proceedings, injunctions, debt recovery, rent and service charge matters, leaseholder consultations, tenancy agreements and policy and procedural change. The number of transactions and annual expenditure will fluctuate according to business activity. However, as a guide expenditure in 2014-15 was c GBP 260 000 and in 2015-16 GBP 240 000. Provision of legal advice in respect of Development and Specialist Property Transactions. This will cover, but not be limited to, acquisitions and disposals of land and property, site and property development including associated plot sales, environmental and planning, construction, compulsory purchase, procurement and contractual matters in relation to development, PFI/JV and specialist property transactions and stock rationalisation. The number of transactions and annual expenditure will fluctuate according to business activity. However, as a guide expenditure in 2014-15 was c GBP 300 000 and in 2015-16 GBP 190 000.
