EFA. capability, Advance payments and meeting an EU mandated 50 percent uptake target for DAERA's Geospatial Aid Application. GSAA. . This work requires significant development of current ICT systems to align with the new CAP. requirements, as well as the development of new systems and controls. The scale of. development and ICT work required is considerable with the overall CAP Reform Programme scheduled to run until 2019.
