Tender description

Warwickshire County Council is acting as the Contracting Authority for the collaborative procurement for Professional Services support. This exercise is to establish a Framework Agreement which the named authorities can use. Suppliers appointed to the Framework are to provide specialist consultancy relating to the Transport and Highways engineering environment but does not include any physical works. The Framework Agreement, including multiple suppliers will require a Supplier to provide a range of service delivery models including the co-location of staff within the Authorities service teams to supplement workloads. All Suppliers on the Framework Agreement will have the opportunity to compete for a range of projects via direct call-off methods or further competition exercises. A proportion of the Contracts awarded under the Framework Agreement may be part funded by the European Structural & Investment Funds (ESIF). Warwickshire County Council are running a procurement in collaboration with Coventry City Council and Solihull Metropolitan Borough Council. Together the three Councils will mange a Framework Agreement for Professional Services including multiple suppliers. The provision will also be open to Telford and Wrekin Council and other West Midland Local Authorities to use. Suppliers appointed to the Framework Agreement are to provide specialist consultancy relating to Transport and Highways services including but not limited to: Business Advice, Feasibility Studies, Health and Safety, Information Technology Development, Project Management and Site Supervision, Risk Management, Tender Documentation and Procurement, Acoustic Engineering, Bridge Engineering, Building Services, Drainage Design, Environmental Engineering, Highways Design and Engineering, Infrastructure Design, Intelligent Transport Systems, Material Science, Public / Residential / School / Stadium Structures, Rail Engineering, Special Project Engineering, Structural Engineering, Structures Management, Sustainability, Transport Planning and Engineering, Transport Modelling, Traffic Management and Engineering, Traffic Safety Engineering and Waste Management. The scope of work will involve municipal, highways and transportation engineering but does not include any construction works. The Framework Agreement will require a Supplier to provide staff who are located within the Authorities service teams to supplement workload and strengthen expertise. Along with this, all Suppliers on the Framework Agreement will have the opportunity to compete for a range of projects via direct call-off methods or further competition exercises. A proportion of the Contracts awarded under the Framework Agreement may be part funded by the European Structural & Investment Funds (ESIF) The Procurement exercise will follow a Restricted Procedure with Bidders being required to complete a PQQ stage before a shortlist of suppliers are invited to tender stage. The Framework Agreement will be for a straight four (4) year period with no option to extend. The initial requirement for: Coventry City Council is estimated to be approximately 400 000 GBP to 3 000 000 GBP per annum. Solihull Metropolitan Borough Council is estimated to be approximately 350 000 GBP to 1 000 000 GBP per annum. Warwickshire County Council is estimated to be approximately 400 000 GBP to 3 000 000 GBP per annum. The successful Tenderers will work with each Authority to support the delivery of their individual programmes of works. It is likely that the value of work will be subject to fluctuation and will be dependent on future Local Transport Plan settlements and other funding and as such no guarantee can be given of the annual value of work under this Framework Agreement.
