Tender description

Oxfordshire County Council is seeking to procure a comprehensive electronic Contract Management System covering administrative, performance and relationship management elements. The system will be an integral business tool to underpin the council's new Commercial Operating Model which focuses on adding value from our commercial relationships, highlighting opportunities and risks from a more holistic perspective. Provision of an e-Contract & Supplier Management System covering broadly the following:- — A single ‘repository’ for all contract management information. — A system with the capacity to automate routine tasks helping contract managers focus on value adding performance management, service improvement and savings delivery — Ease of use and functionality valued by contract managers — Flexibility to adapt to the contract management needs of different service areas, services and contract types — Ability to promote use of consistent practices, reporting and transparency across the organisation. Enhancing the flexible use of resources, and mitigating against the risk of information and knowledge loss — A system with the capacity to automate interaction with the suppliers and the capacity for secure two way information flows and automated processing and reporting. Supporting a shift from ‘data’ to useful actionable management information. — Ability to provide a holistic view of supplier risk and performance, ensuring system able to manage supplier relationships with multiple contracts as well as the contracts themselves. The ability to identify dependencies being critical — Flexible interfaces to other internal and external information sources — Ability to combine contract information with spend information to build rich business intelligence on contract/supplier expenditure.
