Tender description

Environment Agency on behalf of the Department for Environment, Food and Rural Affairs (Defra) and Devolved Administrations is seeking to procure a service provider / service providers to manage and operate the UK Eutrophying and Acidifying Atmospheric Pollutants (UKEAP) Network. Defra had previously let a contract for delivery of these Services which will expire 31.12.2016. This existing contract was novated to the Environment Agency to manage in April 2016 and the Environment Agency will be the named Authority for this tendered Contract. The purpose of the UKEAP contract is to manage and operate the monitoring of air pollutants at the 82 and 86 sites listed within the ITT document. The scope of the services to be provided includes, but is not limited to: — Management, operation and development of the monitoring sites. — Provision/Co-ordination of Local Site Operators (LSOs). — Provision of consumables. — Provision of equipment support and maintenance for all sites as detailed. — Assisting with procurement of equipment as required. — Collecting and storing data from all sites on the network. — Provision of quality assurance for all data collated. — Dissemination to Defra's Data and Dissemination Unit (DDU) and EMEP including participation in UK-Air and EMEP data provider meetings. — Adhering to health and safety legislation including production of risk registers, method statements and risk assessments as required. — Support for ad-hoc requests on information regarding the networks, its operation and data which may be used to enhance the understanding of acidifying and eutrophying atmospheric pollutants and precipitation chemistry. — Representation of the UKEAP project at National and International fora where requested and necessary.
