Tender description

The London Borough of Waltham Forest (the ‘Authority’) is seeking to appoint multiple providers who can deliver good quality, safe, efficient and enjoyable activities to particular individuals assessed by the authority as being eligible for Short Breaks services under the provisions of the Care Act 2014, the Children Act 1989, the Equality Act 2010 and the Children and Families Act 2014. These Short Break services are for children with disabilities in Waltham Forest. The Open Framework Agreement will have the option for other London Boroughs to join. Boroughs that are eligible to join the agreement can be viewed at http://directory.londoncouncils.gov.uk The contract will operate as a Framework Agreement and will be divided into 4 lots: Outreach Support; Group Activities, Overnight stays and Other Short Breaks Services/Activities. Services are primarily focused on delivering personalised 1:1 support both in the family home but also in terms of enabling children and young with disabilities to access their local community, facilities and services. This includes support to access and use universal services offered to all children and young people. Group activities and services may include but will not be limited to: — Weekend schemes; — Holiday schemes; — After school clubs; — Sporting clubs/activities; — Music/dance/drama activities; — Youth clubs; — Adventure play; — Training to support children and young people into mainstream services; — Extra support to allow children and young people with a disability to access a mainstream and universal services and activities. Providers will need to demonstrate that they can deliver services and activities that meet the needs and requirements of children and young people with a disability within a framework that puts them and their parents/carers at the heart of decision making and planning. This lot covers the delivery of overnight Short Breaks delivered at any point in a suitable residential-style setting within easy access of children and young and their parents living in the London Borough of Waltham Forest. The Provider will work in partnership with parents, carers and other agencies to provide high-quality overnight short breaks to meet the holistic needs of disabled children and young people. This Lot covers services that cannot be classified as outreach support or group activities under the Framework. This would include services such as: — Sleep counselling; — Specific programmes and training to support children and young people into mainstream services; — Extra support to allow a child or young person with a disability to access either a mainstream service and/or a specific service. The provider will work closely with parents, families and carers in providing their services, which ensures they are kept well informed of the outcomes being achieved for their child and their progress.
