Soft market testing of Public Protection and Environmental Enforcement Services

The Council is experiencing unprecedented pressure on their finances and must make savings on their annual budgets. The Council must scrutinise all of its service areas to identify savings and efficiencies. As a result, the Council is soft market testing its public protection and environmental enforcement services in order to identify ways of delivering these services more efficiently whilst building resilience. The Council is investigating whether it can reduce its operating costs and achieve better value for money than if it continues to be responsible for the direct delivery of these services. The purpose of soft market testing is to: • Establish the level of market interest in the delivery of these services • Test the capacity of the market to supply these services more efficiently and with greater resilience for a reduced cost • Seek views from the market on the presentation of the opportunity which will achieve best value for money. Suppliers are invited to submit completed soft market testing questionnaires by 5pm on Friday 11th November 2016.
