Tender description

Armagh City, Banbridge and Craigavon Borough Council. ‘Council’. has a statutory duty under the Waste and Contaminated Land. Northern Ireland. Order 1997 to make arrangements for the disposal of household waste it collects under that Order. As such, the Council is planning to undertake a procurement exercise. in accordance with the open process under the Public Contracts Regulations 2015. to appoint a service provider to receive and process mixed dry recyclables collected kerbside by the Council from households within the Council area. The Council's aim is that a minimum of 85. . by net weight. of the waste delivered to the successful service provider will be recycled. This forms an important part of the Council's forward looking strategy to achieve by 2020 its household waste recycling target outlined in Article 11. 1. . a. of the revised Waste Framework Directive. The Council is seeking market views regarding the achievability of this target. In preparation for the procurement, prior to commencing the formal tender process, the Council wishes to consult the market and obtain feedback from potential interested bidders as to how the procurement could be structured and as to any potential for innovation in service delivery, to ensure that the forthcoming procurement secures best value for money for the Council. The Council is therefore inviting interested parties to complete a questionnaire to gather views concerning certain aspects of the procurement. This questionnaire is available from Ciaran.mclogan. armaghbanbridgecraigavon.gov.uk and should be completed and return to Ciaran McLogan no later than 12:00 28.10.2016. Council will be providing interested parties with an opportunity to sample household waste collected by the Council.
