Summary of the work Opportunity to support Programmes/Projects across the ISS Portfolio to improve consistency/coherency across the organisation and ensure the Portfolio has improved baselines within the project planning environment. Programmes/Projects range from short term, fast paced and complex operational communications services through to large scale endeavours that can take many years to complete. Expected Contract Length Until 31st March 2017 Latest start date Start by Monday 7th November 2016 Budget Range Daily rate of up to £600 Why the Work is Being Done To improve consistency and coherency across the organisation (ISS). The quality and percentage of effort of the current resources available to undertake this role is affecting the organisations ability to implement a high level of planning which assist with the ability of the Project Manager to make informed decision around the project delivery. Problem to Be Solved To provide consistency and coherence across the Organisation through improved project planning. Who Are the Users The organisation needs to implement a managed planning service which will manage and support project and programme planning across the ISS Portfolio. Providing this service will ensure that plans are at a required level to meet the organisational needs which will assist with better MI reporting and resource management. Early Market Engagement Not Applicable Work Already Done Not Applicable Existing Team The Planners will be matrix managed from the Portfolio Management Office and will be deployed across projects within Information System Services, this will involve working with other externally engaged resources (Contractors)Crown Servants and Military. Current Phase Discovery Skills & Experience • Have demonstrated experience in MS Project/Enterprise Project Manager • Manage the planning at all stages of a project, identifying any rectification action required and influencing the parties responsible to complete these actions • Experience of identifying and using WBS/PBS • Ability to make informed decisions using Managment Information (MI) Nice to Haves • Have strong knowledge and understanding of use of planning tools - Essential experience in MS Project/Enterprise Project Manager • Experience of Schedule Risk Analysis • Knowledge of Agile Project Delivery • Implement policies and procedures across the portfolio • Experience of using planning and project control processes • APM – Project Risk Management • Provide an effective and efficient planning service to project delivery tream across the Portfolio • APM Project Management Qualification • Experience of EVM • 3 years planning experience Work Location MoD Corsham and MoD Abbeywood (Filton) Bristol Working Arrangments 5 days a week (37 hours per week) within a bandwidth of 08:00 - 17:00 (hours to be agreed with individual teams). Individuals will be matrix managed and deployed across the organisation, they will be expected to attend fortnightly review discussions with the lead PoC in the PMO. No expenses will be paid, all the tasking will to be carried out on site there will be no 'OFF-SITE' working. All resources will be provided access to the organisation's IT system and no utilisation of personal or company laptops will be permitted. Security Clearance Individuals will be required to hold 'SC' clearance in order to work in the building or have access to IT Systems. Could we clarify how many Planners you require and if SC Clearance is required, before commencement of the position? We are looking for 3 possibly 4 (depends on how much each planner is as to how many we can get for the budget held) 2. Will the specialist be accepted if they hold Discloure scotland/BPSS and SC will be attained when the role is offered or you expect specialists to have the SC before submission...please clarify We expect specialists to hold SC clearance before submission due to the short time we are offering this contract. 3. You have stated that the provider needs to provide bandwidth between set times (8am-5pm) for 37 hours per week. Is this 37 total man-hours per week or is this 37 man-hours per resource that is deployed to provide the service? If it is the latter, do you have an expectation of the number of resources required to provide the service as we cannot gauge the volume of work from the information provided? Each planner is required for 37 hours per week between the specified times. It is expected we will be looking for a minimum of 3 planners. 4. How many project planner positions are ISS looking to fill through this opportunity please? A minimum of 3 planners will be selected. 5. How many planners are you looking to source? A minimum of 3 planners will be selected. 6. We have the ability to resource this request through another framework at preferential rates - are we able to bid through that framework ? No this is a DOS framework requirement - why can you not provide preferential rates to MoD for this work through DOS? 7. Do you expect this opportunity to fall under the proposed changes to off payroll working within the Public Sector, and will you be deducting tax at source? We are contracting with a company and not directly employing individuals so we will not be deducting tax at source. 8. If the supplier has resources that are not currently SC cleared, is the buyer prepared to wait for clearance to be obtained? No. 9. Could you please clarify whether you are looking for a team to provide a fixed price 'outcome' or a number of separate individuals providing resource at a day rate? We are happy to consider either approach. 10. Can you please confirm how many Project Planners you are looking for? A minimum of 3 planners are required. 11. Please could you advise how many Project Planners you require for this project? A minimum of 3 planners are required.
