Tender description

Suffolk and Essex County Councils are looking at ways of integrating transport services to much better match demand and supply in rural areas. The contractor is required to build on an existing research base to move a design from concept to digital prototype that can be refined with users. This will be a minimum viable product (MVP) which enables demand responsive Transport Providers to offer journeys and for passengers to book places on those journeys. The contractor needs to develop and test the MVP with operators and different passenger groups and consider other solutions to meet user requirements. The final product is a report and business case that enables SCC and ECC to evaluate the costs and benefits of further investment in the digital solution, and the expansion of DRT services. The evaluation should show the impact of the digital solution of increasing the number of operators offering demand responsive services, and increasing the number of passengers using these services. Depending on the outcomes of the evaluation of this SCC and ECC will seek external funding for further developments of the digital solution.
