Refuse disposal and treatment

Tender description

In pursuance of the Council's obligations as a waste collection and disposal authority the Council has awarded contracts for the provision of Treatment and/or Disposal Services for Contract Waste. Due to the scope of the services and the nature of the residual waste, the tender was split into 2 separate Lots namely: Lot 1 — Treatment Services — Kerbside Residual Waste. Lot 2 — Treatment and/or Disposal Services — Bulky Residual Waste. Contracts for Lot 1 will commence on 1.10.2016 and continue for a Term of 2 years, with a right for the Council to extend the Term on 1 or more occasions up to 31.10.2020. Whereas Contracts for Lot 2 will commence on 1.11.2016 and continue for a Term of 2 years, with a right for the Council to extend the Term on 1 or more occasions up to 31.10.2020. Bids were for the mechanical, biological or thermal technology, or variants under this terminology, treatment of Kerbside Residual Waste collected and delivered to the Treatment Site by or on behalf of the Council. This is residual waste collected from households as part of the kerbside service within Bath and North East Somerset, along with waste collected from commercial premises as part of the Councils trade waste service. Lot 1 stipulated minimum requirements of: Minimum 80 % diversion from landfill; Treatment of the Contract Waste to allow second chance recycling; Lot 2 sought bids to treat and/or dispose of Bulky Residual Waste arising at the Councils 3 recycling centres and transfer stations. No minimum requirements stipulated, but diversion from landfill scored more favourably.
